Neocons At National Review: ‘Stop Calling Us Neocons!’– OpEd

When pondering the intellectual decline of political movements, it is hard not to call to mind the former flagship publication of the Buckleyite wing of conservatism called National Review. Where once learned men (and women) made their case from the heights of argumentation and erudition — a force to be reckoned with, like it or not — the publication has over the years accelerated to absurdity, devolved to inanity, shrunk into a whiny club of simpering sycophants screaming full force in an empty echo chamber. An exercise in intellectual onanism, today’s NRO has nothing to say about the future because it remembers nothing of the past. It is conservatism not only without a conscience, but without understanding of that which it purports to conserve.

It may be debatable whether there was ever a Buckleyite movement wholly separate from the neoconservative impulse, or at what point the worms began eating into the flesh of the magazine. But that the neocons hijacked the magazine, silenced any conservative vein of thought not in harmony with their heterodox and revolutionary views (can one be at the same time a conservative and a revolutionary?), and proceeded to redefine what passes as modern conservatism to suit their alien agenda cannot be denied.

So now that the neoconservatives have successfully burrowed themselves so deeply into what was once the conservative movement that they have killed the host, they look around at the destruction they have wrought and scream, “don’t blame us!”

Thus we find ourselves faced with chief whiner of the National Review universe Jonah Goldberg, a man absolutely fearless at the thought of sending others to die in disastrous wars overseas but cowering at the thought of placing himself in harm’s way, arguing that we must not call him and his cohorts what they actually are. In his latest little bitch session in some corner of NRO, he tells us that, “The Term “Neocon” Has Run It’s Course.”

Don’t call us neocons, he says, because the word has no meaning, it never had meaning, and you’re all just a bunch of anti-Semites if you continue to use it. Here is a summary of Jonah Goldberg’s argument for why we should not call the neocons neocons:

1) Neocons were never that interested in foreign policy at first. The neocon was merely, in the words of Neocon Godfather Irving Kristol, “a liberal who was mugged by reality and wants to press charges.”

2) Neoconservatism is not even an ideology at all, but rather, as Kristol averred, a “persuasion.”

3) Neocons like Jeane Kirkpatrick did not advocate rapid liberalization in authoritarian countries, but preferred gradual change. In other words, regime change through the National Endowment for Democracy rather than a US invasion.

4) Neocons were not that radical in their anti-communism, in fact they were more dovish even than the standard National Review writer during the Cold War.

5) Democrats like Bill Clinton also wanted regime change so you can’t just blame the neocons.

6) It’s not fair that neocons get the blame for the disastrous 2003 Iraq war. Lots of others joined them in advocating for the war but they all turned against it while the neocons held steadfast in support.

7) Critics of neoconservatism are actually just anti-Semites. Their criticism of neoconservatism as an intellectual movement is just cover for their hatred of, as Jonah indelicately puts it, “Hebraic super-hawk[s].”

8) We’re all neocons now, so stop calling us neocons. Every Republican is a super hawk, we won, history has ended, so let’s bury those old Cold War terms and just accept that the neocons are the masters. Move along, nothing to see here.

“Meanwhile,” Goldberg concludes, “the Right is having a long overdue, and valuable, argument about how to conduct foreign policy. Keep it going, just leave neoconservatism out of it.”

Ah yes, let’s have a debate about foreign policy with a pre-condition that everyone agree with the neocon view of foreign policy — pre-emptive war, American exceptionalism at the barrel of a gun, military Keynesianism, national security state at home, NSA surveillance of Americans, gunboat diplomacy without the diplomacy, and so on.

Sorry Jonah. Not going to happen. Sorry that history is a cruel judge of your disastrous movement, but don’t count on the rest of us to pretend something isn’t what it is. Neocon.

Egypt: Gunmen Open Fire At Hotel Security

Unidentified gunmen fired birdshot and fireworks Thursday at security personnel guarding a hotel in Haram district in Giza, said the Interior Ministry.

The attack comes on the same day Coptic Orthodox Christians celebrate Christmas in Egypt.

In a statement published on its official Facebook page, the Interior Ministry estimated the number of assailants to be around 15. The attack caused some damages to the hotel as well as a tourist bus which happened to be present in front of the hotel at the time.

The attack left no casualties, read the statement. Security forces chased the assailants and arrested one suspect.

North Korea’s 4th N-Test: Escalation Of Tensions Feared – Analysis

Pursuant to the strategic determination of the Worker’s Party of Korea, North Korea announced to have successfully conducted the first Hydrogen bomb test at 10 AM on 6 January 2015. According to a special statement broadcasted by the central TV and South Korean TV channels, Pyongyang claimed the reason for the test was the country’s right for ‘self-defense,’ and promised not to use nuclear weapons if the international community respects its sovereignty. Pyongyang also reiterated it’s much cited position that it was ready to continue with actively developing its military industry and nuclear weapon if threat perception remains or heightens.

North Korea did not notify either the US or China about its plans to conduct the nuclear test. In 2003, Pyongyang withdrew from the Nuclear Non-Proliferation Treaty (NPT) and two years later, in 2005, declared itself a nuclear power by conducting several nuclear weapons tests. This sparked concerns in the international community, particularly in neighbouring South Korea. Almost four years later, Pyongyang tested additional nuclear weapons. In December 2015, the North Korean leader Kim Jong Un had claimed that his country had a hydrogen bomb and was ready to use it to protect its sovereignty and national dignity. The statement also said that North Korea will act as a responsible nuclear state and vowed not to use its nuclear weapons unless its sovereignty was infringed. It also said it will not transfer its nuclear capabilities to other parties.

The statement claimed that the test was conducted with indigenous wisdom and technology. It gave fully credit to its people for succeeding in making it scientifically accurate. It further confirmed that the hydrogen bomb test was conducted in a safe and perfect manner and had no adverse impact on the ecological environment. The statement said: “By succeeding in the H-bomb test in the most perfect manner to be specially recorded in history the DPRK proudly joined the advanced ranks of nuclear weapons states possessed of even H-bomb and the Korean people came to demonstrate the spirit of the dignified nation equipped with the most powerful nuclear deterrent.”

Pyongyang’s defiant move puts it now a bit step closer towards improving its still limited nuclear arsenal. The television anchor in a typically propaganda-heavy statement said North Korea had tested a “miniaturised” hydrogen nuclear device, elevating the country’s “nuclear might to the next level” and providing it with a weapon to defend against the US and its other enemies. The test was a “perfect success”, it claimed.

Claims suspect

There are doubts about Pyongyang’s claims. According to some analysts, Pyongyang has not likely achieved the technology needed to manufacture a miniaturised warhead that could fit on a long-range missile capable of hitting the US. If true, that is worrying. But there is a growing debate on just how far the North has advanced in its secretive nuclear and missile programs. The debate whether the explosion on 6 January was indeed a full-fledged test of a hydrogen device continues.

The device had a yield of about 6 kilotons, roughly the same size as the North’s last test in 2013, which was equivalent to 6-7 kilotons of TNT. According to Korea Defence and Security Forum, what Pyongyang has tested is some middle stage kind of device between an A-bomb and H-bomb and that without any clear evidence, it is difficult to trust Pyongyang’s claims. There is also a possibility that Pyongyang may have mixed a hydrogen isotope in a normal atomic fissile bomb. If so, it is not a true fusion capable of the massive multi-megaton yields these bombs produce. A successful hydrogen bomb test would typically have a yield of hundreds of kilotons. Even a failed hydrogen bomb test would be higher than the yield of 6 January test. The first US hydrogen bomb test in 1952 had a yield of 10 megatons.

Nuclear experts say that it is possible that North Korea is using a sort of in-between weapon, called a “boosted” nuclear device. This involves a very small amount of fusion to “boost” the explosive capability of a fission bomb. According to Bruce Bennett, a defense analyst at the RAND Corporation, these weapons generally have a yield around 50 kilotons.

What is the difference between a hydrogen bomb and an atomic bomb? While the former is much more powerful than the latter, the former is much harder to make. Hydrogen bombs differ from other nuclear weapons by harnessing energy created by fusing hydrogen atoms together rather than by tearing atoms apart (atomic fission). This makes them much more powerful: Nuclear weapons based on fission typically have a yield of around 10 kilotons or so, while nuclear weapons employing fusion can have a yield measured in megatons. (A kiloton is 1,000 tons; a megaton is 1,000 kilotons.), explains Bennett.  North Korea is suspected to be in possession of a handful of rudimentary nuclear bombs. It spent decades trying to perfect a multistage, long-range missile to eventually carry smaller versions of those bombs. It made several attempts earlier but failed. It finally succeeded in putting its first satellite into space with a long-range rocket in December 2012.

Experts differ over North Korea’s claims that it successfully detonated its first hydrogen bomb. Some feel that the claims are exaggerated. Such a view is based on comparisons of underground nuclear tests over the past several decades. According to Jeffrey Lewis, Director of the East Asia Non-proliferation Program at the Monterey Institute of International Studies, it was “probably” a test. Kenneth W. Ford, a U.S. physicist who worked on America’s first hydrogen bomb and published memoir on H-bomb in 2015, called the North Korean claim highly suspect.

David Albright, president of the Institute for Science and International Security, a Washington research group, said North Korea “may be bluffing” in making very large claims for what was actually a small atom bomb.  Daryl Kimball, Director of the Arms Control Association in the US feels it is not yet conclusive and may take some time to determine. South Korean experts put the blast’s energy as equivalent to 6 kilotons of high explosives. In contrast, the atomic bomb dropped on Hiroshima was nearly three times as powerful, with a force of about 15 kilotons. Many nuclear experts, including Ford and Albright, suggested that the North Korean test might have involved putting a tiny amount of tritium, or heavy hydrogen, into the core of an atom bomb. Such a technique is known as boosting.

Lewis thinks that if the seismic event was a test, it was much more likely to be a boosted device rather than a full fission (or “staged”) bomb. This, according to Bannett, is more consistent with North Korea’s technology level. According to him, “North Korea appears to have had a difficult time mastering even the basics of a fission weapon. Because some fusion is involved in such a weapon, Kim may be claiming that he has achieved a hydrogen bomb when in practice he only has a boosted weapon.”

If this is true, Kim’s claim of successfully detonating the nuclear device would not fundamentally change the status quo in the Korean peninsula. However, it would definitely represent a significant provocation on the North’s part. Though it is difficult to decipher the possible reason in doing so, it is possible that it was a means to extract concessions out of its enemies: the same strategy in heightening military tensions with South Korea first and then demand increases in aid from international actors in exchange for backing down. Another reason for timing this could be domestic politics. A country where the leadership culture demands that its leader is capable of achieving great achievements needs to periodically demonstrate his power and the claim of achieving a major advance in nuclear weaponry could have been such a demonstration directed at the internal audience to secure absolute compliance to the leader.

Pakistan’s role

How did Pyongyang get the technology to develop the nuclear weapons? It can be traced back to the Pakistani nuclear scientist A. Q. Khan, known as “the father of the Pak N-bomb”. He reportedly made nearly a dozen trips to North Korea in the 1990s to negotiate the deal during Benazir Bhutto’s regime. Following his role, as many as two planes a month arrived in Pakistan in the late 1990s carrying missile technology in exchange for A.Q. Khan’s secrets, such as how to use centrifuges to enrich enough uranium. According to a report in The Times of India dated 7 January 2016, a letter purportedly from a senior North Korean official to Khan in 1998 detailed payment of $3 million to a former Pak army chief and another half million to a Lt Gen., though the Generals denied the claims. The paper further says that Khan received a pardon from President Pervez Musharraf in 2004 apparently in return for a televised confession in which he admitted selling the technology but insisted that Pakistan was not involved.

Fake earthquake?

On the morning of 6 January 2016, the US Geological Survey measured an earthquake with a magnitude of 5.1, which it believed was caused artificially based on an analysis of the seismic waves and because it originated 49 km (30 miles) north of Kilju, north eastern area where North Korea’s main nuclear Punggye-ri site is located. North Korea conducted all three previous atomic detonations there. Notwithstanding this debate, it seems clear that Pyongyang has made considerable advance in its nuclear technology and therefore its claim of miniaturising warhead that could fit on a long-range missile capable of hitting the US and its regional allies, Japan and South Korea is worrisome.

The question that arises: is it possible for earthquake monitoring agencies to tell the difference between a natural quake and one caused by a nuclear blast? The answer could be in the incident’s waveform. Japan’s Mainichi Daily News observes: “The undulations in the ground produced by a natural quake build to a sudden crescendo, while those produced by an underground nuclear test spike at the very beginning and then trail off.” South Korea’s weather service reported that the earthquake was of an ‘artificial nature.’

North Korea conducted its last atomic explosion in early 2013. It was expected that North Korea’s leader Kim Jong-un would make a mention about the country’s nuclear weapons in his New Year’s speech but did not probably because of deteriorating relations with Beijing. Kim Jong-un suspected that Beijing will support the US in imposing further tougher sanctions. In recent times, Beijing is frustrated at sustained provocations after Kim Jong-un took power after his father’s death in 2011.

Implications

Pyongyang’s claim of making significant advance in its striking capability following the test sets off alarm bells in the immediate neighbourhood. The vulnerability of both Japan and South Korea to the possible strike by Pyongyang was exposed. In this given situation, it could immediately draw the US as it is committed to defend its two key Asian allies by treaty obligations. Also, the US has huge stakes in the region to maintain strategic equilibrium and both its Asian allies are key to the success of President Obama’s Asia pivot policy.

The inevitable consequence of the nuclear test is clamour in the US and other countries for strong push for tougher sanctions at the United Nations. This would also further worsen already abysmal relations between Pyongyang and its neighbours. Prime Minister Abe Shinzo condemned the test, calling it a “serious threat” to Japan’s security and a “grave challenge” to nuclear non-proliferation efforts. South Korea resolved to take all possible measures, including possible additional UN sanctions, to ensure Pyongyang paid the price for its fourth test. China, its only benefactor and long-time allay but lately displeased with the new leadership in Pyongyang, might see the latest Pyongyang’s action as a slap. Beijing expressed “resolute opposition” and said to lodge a protest with Pyongyang. Though Kim Jong-un had indicated some time ago that Pyongyang was in possession of a hydrogen nuclear device, the test was a surprise because of its purported type and timing. This would also extinguish any chance of a resumption of the Six-Party Talks, which remains stalled since 2009 when Pyongyang walked out from this dialogue process. The possible chance of resolving North Korea’s nuclear program through the six-nation initiative now further recedes. Each new blast by Pyongyang is seen in Washington as further advancement of North Korea’s scientists and engineers closer to their goal of an arsenal of nuclear-tipped missiles with US cities as possible targets.

North Korea’s nuclear issue comes back with a bang to the centre stage as the US prepares for the next Presidential elections. North Korea has long coveted diplomatic recognition from Washington and sees its nuclear deterrent as crucial to ensuring the survival of its third-generation dictatorship. The examples of Iraq and Libya further harden Pyongyang’s position. Having brought Iran into compliance on the nuclear issue, the Obama administration thought that Pyongyang shall too toe the line and come on board.

After taking power in 2011, Kim Jong-un pursued a bellicose posture in his rhetoric and threatened time and again to launch nuclear strike on the US and South Korea. After conducting the third nuclear test in February 2013, Pyongyang scrapped the 1953 armistice that ended fighting in the Korean War. Pyongyang also restarted a plutonium nuclear reactor shuttered after a 2007 nuclear deal that later fell apart. Pyongyang also views the US-South Korea annual military drills as preparation for invasion.

Kim Jong-un is probably aware that despite its defiance to Beijing’s counsel, Beijing is unlikely to abandon because of strategic considerations and therefore does not bother that Beijing sees Pyongyang’s attitude as disrespect. This time, Beijing lodged strong protest with Pyongyang and urged to honour its denuclearisation pledges and stop taking any action that will deteriorate the situation. Chinese Foreign Ministry spokesperson Hua Chunying said Beijing plans to summon the North Korean ambassador to lodge a diplomatic protest over the test.

President Obama considers the latest nuclear explosion as a matter of US national security and reiterated US alliance commitment to South Korea. The US is reaching out to not only its Asian partners including Japan but also to China to check Pyongyang’s bellicose behaviour. The US feel that though Beijing’s influence over Kim Jong-un has diminished to some extent, China still remains the only crucial player that can calm the situation. Unlike his father Kim Jong-il, the junior Kim is not quite sensitive to Chinese concerns. The US also is exploring new sanctions and strengthening the existing sanctions against North Korea, with the mandate of the UN Security Council. The test would also further North Korea’s international isolation. Already the move prompted the United Nations Security Council to hold an emergency meeting over the issue and drew international criticism that the test jeopardized efforts to realize a denuclearised Korean Peninsula.

The only available forum – the Six-Party Talks – is in limbo. Started in 2003 with China’s initiative, it involves China, Japan, the US, Russia and South Korea with the objective of dismantling the nuclear apparatus of North Korea but was aborted in 2009. The primary objective of the US is how to restart the process and feels Beijing’s role to get North Korea back to the negotiating table remains crucial. Pyongyang has been unwilling to accept any predetermined objective.

The latest nuclear detonation by North Korea is a setback to the UN commitment to its longstanding goal of making the world without nuclear weapons. When the 193-member General Assembly ended its session of 2015 in December, it passed 57 draft resolutions on arms control and disarmament out of which 23 were on nuclear weapons. In one of the resolutions, it urged all member states not to carry out nuclear weapon test explosions. 181 countries voted in favour. North Korea was the sole country which voted against it. Secretary-General Ban Ki-moon reacted to the test as “deeply troubling”.

Responding to the North Korean test, Beatrice Fihn, Executive Director of the International Campaign to Abolish Nuclear Weapons (ICAN), fears that escalating tensions between nuclear armed states is raising concerns about a new arms race. However, she feels that unlike the Cold War, this time it would involve a larger number of actors and unstable and volatile regions. The risk of use by non-state actors or accident involving nuclear weapons could be more devastating that the threat to use by its possessors.

India’s possible Role

Kim Jong-un’s strategy has been to move away from total dependence on Beijing. Therefore, the regime not only has improved relations with Russia but made attempt to reach out to India by sending its foreign minister in April 2015, the first time in 25 years. In this complex situation, can India have any role to play to address to North Korea’s nuclear issue? Though India’s role shall remain extremely limited, given the diplomatic channels that both India and North Korea keep open and more so in the absence of any historical baggage, there is no harm if the Indian leadership decides to make effort to reach out to the North Korean leadership and play a mediatory role.

Even if a small step is taken, India’s image in the region and the world as a peace maker would have received a boost. If such an initiative fails, still there would be no loss of face. This is a chance for the Indian leadership to ponder about. This does mean to suggest that India should condone Pyongyang’s misdoings. For no convincing reason, Indian government’s response to such grave provocations on the part of Pyongyang has been rather meek, though India disapproved when North Korea detonated the third nuclear device in February 2013. If India is seeking a greater regional role, it would be expected of India to get involved in the Asian affairs as with Vietnam with a view to seek solutions to contentious issues that threaten peace and stability in the Asian region. India has been too cautious to take a position and has abstained at the UN whenever human rights issues are debated in the United Nations. Such a policy is difficult to appreciate. This is a huge opportunity for India to get engaged in the Korean peninsula’s nuclear issue and Prime Minister Narendra Modi’s leadership qualities can be put to test if he chooses a pro-active Northeast Asia policy not only with just Japan and South Korea economically and politically but with North Korea with deeper sincerity as well. Is Modi listening?

Libya: Truck Bomb Kills At Least 60 Policemen, Wounding 200

A truck driven by a suicide bomber detonated Thursday and killed at least 60 policemen and wounder another 200 people, Libyan press is reporting.

The attack occurred at the Coast Guard training camp in Zliten, 50 kilometers west of Misrata.

As of this writing, rescue efforts have only been able to remove around 60 bodies from the site, with local press expecting the death toll to rise, noting that 400 police recruits were training at the base.

According to Libya News Today, a hospital source said at least 65 people were killed in the attack.

While no organization has yet claimed the attack, media is already speculating that Islamic State may be responsible.

“We had information that a boat arrived at the town’s shore two days ago carrying a number of strangers. We started an operation yesterday to register all strangers in the town without residency permits, but unfortunately this didn’t prevent this catastrophe,” said Zliten Security Directorate’s Serraj Al-Rashdi, according to the Libya Herald.

Other press is speculating that the attackers could be related to smugglers that operate in the region.

Nevertheless, the Libya Herald article noted that there were other reports this week of a boatload of militants, sailing from Tunisia to Sabratha where more militants were picked up and then on, further east. Its destination, however, was said to be Sirte, the Libya Herald article noted.

Relatedly, Libyan news agency LANA is reporting that the number of oil tanks that have caught fire as a result of the fighting between the oil installations guard force and the Isalmic State elements rose to seven on Wednesday

Fire-fighters are unable to enter into the ports to put out the fires raging in the oil tanks including — five in Al Sidra and two in Ras Lanouf — as a result of clashes with Islamic State.

On Indonesia’s Visa-Free Policy For Israel – OpEd

A few weeks ago, the Indonesian government granted 84 countries with visa-free access to Indonesia. With those additions, the number of countries with visa-free facility to the country increases to 131 nations.

The policy taken by the government in Jakarta is actually not an uncommon one. Some countries around the world have made a similar move, including developed nations such as Japan or China. This is because a visa-free access is able to boost the number of tourists into the country. According to the data from the Indonesian government, three months after the government decided to add the number of countries with visa-free access, there has been a significant increase in the number of international tourists by 19 percent. In fact, prior to this the growth of tourists only ranged from 6 to 8 percent.

Basically, it is not difficult to comprehend the government’s decision. However, a problem arises when the data provided by the Coordinating Minister for Maritime Affairs Rizal Ramli listed Israel as one the countries that would received free access to Indonesia — a country which Indonesia has publicly denounced, although with which it has secretly maintained a strong relationship.

A few hours after the data was released, criticisms and denunciations towards the government’s decision began to appear vigorously. The issue suddenly became highly scrutinized by almost every segment in the Indonesian society. For years, Israel has come under fire from the majority of Indonesia’s population due to its policy vis-a-vis the Palestinians.

Scrutiny does not only come from the country’s Islamic organizations, but also from parliamentary members who cautioned the government in giving the visa waiver to the Israelis.

Lately, however, due to increasing pressure Ramli finally decided not to include Israel in those 84 countries even though it was initially included in the proposed countries to receive visa exemption, but, as Ramli states, the proposal was rejected.

In my opinion, there are two important points in this issue that needs to be highlighted. First, if the Indonesian government really wanted to give a visa exemption for Israelis, it is of note that there will be more drawbacks than benefits for the country. More enmity and anger towards the government will appear from both pro-Palestinian groups and even the general public. There will be an increase in the number of public demonstrations opposing the government’s policy.

And when protests and oppositions increase, the underlying goal to increase the number of Israeli tourists would not be realized because they will think twice to visit a country where most of its citizens reject their presence.

Secondly, when the government clarified that Israel was not included in the list of 84 countries that were given visa-free access to Indonesia, there are two things that can be observed. One is that there is a possibility that Jakarta revoked its decision after receiving oppositions from various parties and there is also a possibility that the government was careless in listing Israel as one of the 84 visa-free countries to Indonesia when in fact since the beginning Israel was not included in the list.

These two points are of course difficult to comprehend. This is because the government should not be tinkering in pursuing policies, especially those that concern other countries. The government should also be careful, even in the slightest form, when releasing data about certain policies because these oversights are sometimes difficult to be tolerated.

Black Community Control Of The Police And The Politicians – OpEd

As expected, a grand jury in Cleveland, Ohio did not bring charges against the police officer who in 2014 shot and killed twelve year-old Tamir Rice. It is said that the judicial system is so biased in favor of prosecutors that they can “indict a ham sandwich.” In this case Cuyahoga county prosecutor Timothy McGinty wanted no such thing. For months he made his intent clear. His “expert” witnesses testified that the cop who shot Rice was justified in his actions. McGinty then strategically leaked their testimony to the corporate media who eagerly repeated their words without criticism or question.

McGinty acted in the same manner as his colleagues across the country. We can only assume they are unfazed or perhaps even happy when police kill black people. According to a recent report there were 1,134 fatal encounters with police in the United States in 2015. Three hundred of those persons were black, killed by police at twice the rate of whites and roughly once every 28 hours.

These numbers won’t change unless the police know they will answer for their crimes and politicians know they will pay if they don’t help to bring the system down. Every murder that goes unpunished brings greater urgency to the demand for black community control of the police. There is no other option. President Obama has the power of the Justice Department at his disposal. Yet he hasn’t seen fit to use it for Michael Brown or Eric Garner or any of the hundreds of black people killed by police during his presidency. Neither have any of the Democratic or Republican presidential candidates said anything about utilizing Department of Justice prosecutorial powers to stop this carnage.

Every announcement of a killer cop going free sets off a sad parade of ultimately useless activity. The tears, outrage, protests and condolences to family do no tangible good because there isn’t any commensurate demand or action behind them. Too many people who might play a role in stemming the death count have been allowed to get away with doing little or nothing.

McGinty holds an elective office. There should be no question in his or anyone else’s mind that the official sanction of Rice’s murder will bring defeat when he runs for re-election. Cleveland’s black mayor Frank Jackson and all other elected officials should be held to account as well. Jackson issued a mealy mouthed and deliberately obtuse statement about a review of police procedures but said nothing about a child’s killing going unpunished.

The mayor and his colleagues should also be in fear of job loss if they can’t even go through the motions of directly condemning McGinty and the grand jury decision. They should all make sure that McGinty is the soon-to-be former prosecutor. That is what politicians do all the time if they are so motivated.

There must be a line in the sand that no one is allowed to cross, no matter how seemingly sacrosanct their position or reputation. Black Lives Matter also issued a statement but it was little more than a rehash of information we already had. As usual they didn’t articulate a strategy or make a demand beyond what they have always done. This was their moment, a chance to prove detractors wrong. Instead they were true to form, spelling out obvious reasons for anger but backing it up with nothing but calls for petitions and federal investigations which end up meaning nothing.

The Black Lives Matter public relations effort has been so successful that no progressive group dares to meet or protest any issue without someone asking, “Will black lives matter be there?” If the statement about killer cops going free is all they can manage, no one should be unduly concerned if they are present or not.

It isn’t just white prosecutors who need to be called on the carpet when the police kill. Black people who are in a position to so much as use a bully pulpit against the enablers should have to explain themselves or leave their offices if they can’t muster any courage.

The Cleveland region has black city council people and state legislators and Congressional Black Caucus members. Aside from obvious talk of tragedy and condolence, they haven’t demanded justice for their constituents. Jackson and other black politicians should have been in the front row when protesters gathered outside of McGinty’s home. Anyone unwilling to make such a small effort should also be consigned to political oblivion.

There is no need of black faces in high places if they can’t be counted on to make even small efforts to protest murder. If the mayor can’t join in saying that McGinty has to go then he ought to go too. Cleveland residents should make their way to his house and demand that he do something about McGinty and the whole rotten system he upholds.

The sad fact is that black so-called leaders live in fear. They fear loss of position and connections but they don’t fear the people. That ought to change and so should the way that the people interact with them. Black Cleveland should have been prepared for the non-indictment. That preparation should have included a list of people who must be gone from public life if the cops went punished.

It is doubtful whether Mayor Jackson or any other politicians want to see black community control of the police. That prospect must be very frightening to them because it would mean black community control of them. The McGintys of the world aren’t the only people who must be ousted. Jackson and his ilk must be placed on the chopping block too. That is the only message they understand.

Spain Backs Argentina’s Statement On Falkland Islands, Mentions Gibraltar Issue

Spain’s Ministry of Foreign Affairs and Cooperation said it shares the call contained in a statement by Argentina’s Foreign Affairs Ministry to seek a peaceful and lasting solution with the United Kingdom through bilateral negotiations to the dispute between the two countries over the sovereignty of the Falkland Islands.

Similarly, in compliance with the provisions of the United Nations, the Spanish government said it has reiterated to the United Kingdom its wish to strike up negotiations to resolve the contentious issue of Gibraltar.

“In the same way as Argentina, Spain is fully committed to bilateral dialogue with the United Kingdom to help find a definitive solution to both issues that affect the territorial integrity of Argentina and Spain,” Spain’s Foreign Ministry said in a statement.

New Research Network Puts Conspiracy Theories Under Microscope

The Ukraine crisis, the first moon landing, the terrorist attack on the French satire magazine Charlie Hebdo – all have one thing in common: they are surrounded by all manner of speculation and rumors.

The University of Tübingen’s Professor Michael Butter is now coordinating a new research network, Comparative Analysis of Conspiracy Theory, which aims to discover the origins and mechanisms of conspiracy theories in the European sphere.

Some of this kind of speculation is harmless, even amusing; but some of it can be dangerous.

“Conspiracy theories can lead to the radicalization of extremists, inflame tensions between nations, and undermine trust in democratic institutions,” said Butter.

And in the internet age, such theories can spread within minutes.

Some 60 researchers from the humanities, political science, sociology, anthropology, cultural studies and psychology in more than 30 countries are to take part in the Comparative Analysis of Conspiracy Theory network over the next four years. It is sponsored by the EU platform Cooperation in Science and Technology (COST), which promotes international research.

Research on conspiracy theories has largely been conducted on single theories in individual countries; the network aims to analyze it systematically.

The researchers hope to answer a number of unanswered questions: Do certain aspects of conspiracy theories come up regardless of the time or cultural context? Who produces and proliferates conspiracy theories? What psychological and cultural factors provide a breeding ground for such theories? What are the consequences for policymakers? And not least – What is the best way to deal with them?

To this end, the researchers will work with those who are the target of conspiracy theories, or who have to deal with them – such as politicians, journalists, as well as climate researchers and other scientists.


Nepal’s Constitutional Questions And Madhesi Aspirations – Analysis

For the past four months, the Madhesis, people from the southern plains of Nepal, have been conducting a ‘non-cooperation movement’ against Nepal’s ‘non-inclusive’ newly promulgated constitution. They have blocked the entry of fuel and other essential supplies to Kathmandu, which has incited anti-India and anti-Madhes sentiments among the hill people, stoked by high-pitched political propaganda. Set on this premise, this article seeks to examine the problems with the new constitution and the demands of the agitating parties. It also attempts to explore possible solutions to the issue.

Fault-lines in New Constitution

Nepal’s new constitution has highly disappointed the Madhesis, Tharus, women, Janajatis and other marginalised communities such as the Dalits and Muslims. Madhesis and Tharus, who comprise one-third of the country’s total population, are enraged and are on the streets carrying out protests, which have claimed over 50 lives so far.

The new constitution has been severely criticised for failing to address the legitimate rights of the people and not following proper procedures. Though the constitution was formally approved by an overwhelming majority of the Constituent Assembly (CA), in reality, it was the outcome of exclusive efforts by a small group of five influential leaders each of the three major political parties – the Nepali Congress (NC), the Communist Party of Nepal-Unified Marxist-Leninist (CPN-UML), and the Unified Communist Party of Nepal (Maoist) (UCPN-Maoist). Barring one leader – who belongs to the hill Janajati community – all the aforementioned leaders come from the dominant hill upper caste Brahmin/Chhetri communities. Therefore, not a single influential Madhesi and Janajati CA member from the major political parties has publicly defended the new Constitution.

The Constitution failed to follow the appropriate procedure as well. It hurriedly prepared through fast-track mechanisms, without consulting all the 601 members. CA members had to either abide by their party’s diktat or face the risk of strict disciplinary action that also included the risk of expulsion from the party. What is most striking is that the NC, one of the architects of the Constitution, decided to table the amendment for proportionate representation two weeks before the constitution was to be passed. It is also worthwhile to note that the UCPN-Maoist and other parties allowed the Constitution to be passed by formally registering their dissenting opinion on several provisions of the new Constitution.

Women, who constitute over half of Nepal’s population, were also on the streets protesting against the discriminatory citizenship clause. Unlike in the interim Constitution, the new Constitution does not accord equal citizenship rights to Nepali women marrying foreigners, in comparison to Nepali men marrying foreigners.

Similarly, Janajatis, who also consist of one-third of the total population, too were unhappy because their demand for proportional and inclusive representation, identity-based federalism, etc., were not accommodated in the new constitution.

The Madhes Question

The current uprising in Madhes is a result of non-implementation of the past agreements signed between the government of Nepal and the Madhesi parties in 2007 and 2008, while drafting the country’s new Constitution. Although some aspects of the past agreements have been included in the new Constitution, the four core issues – electoral constituencies based on population, proportional representation of Madhesis in government bodies, autonomous identity-based provincial demarcation, and equal citizenship provisions for Nepali women marrying foreigners – have not been not incorporated.

The Madhes uprising began with a two day long nationwide strike enforced by the 33-party alliance, which was later continued by the UDMF. It was a spontaneous people-led movement with overwhelming participation. Unlike the previous Madhes movements, surprisingly, the current one has gathered strong support from Madhes’ hill communities. However, the incumbent government has made various attempts to suppress the movement via the use of brute force. The attempt to mobilise the Nepal Army failed after the Chief of Army Staff refused to act during the meeting that was also attended by the defence minister. The government is yet to renounce its current stand, which clearly shows that it lacks seriousness in addressing the demands of the protesters.

Way Forward

The government needs to engage the allies, make its stand clear and urgently resolve the ongoing crisis through dialogue. If the legitimate demands of Madhesis are not addressed via peaceful means, it is likely to have three possible consequences: one, the loss of faith in the non-violent movement would radicalise the Madhesi youth and they could direct their energies towards armed action; two, the separatists’ agenda will gain traction, leading to the demand for a separate nation instead of an autonomous province as it stands now; and three, the evolution of communal violence between the hill people and the Madhesis.

The government can resolve the crisis by adopting the previously agreed provisions in the new Constitution. On the issue of boundary demarcation, one probable solution is to remove the hill districts and include Kailali and Kanchanpur to province number 5. Similarly, the Madhesi populated area of Sunsari, Morang and Jhapa can be included in province number 2.

However, this solution would face strong resentment from influential leaders like Ser Bahadur Deuba, Bhim Rawal, Krishna Prasad Sitaula and KP Oli, as they have their constituencies in those districts. Hence, they should be taken into confidence by the Madhesi parties.

Success For Cutting Edge Cultural Artifact Imaging Technique

Terahertz imaging technology has the potential to help conservationists and academics better understand the history behind cultural artifacts.

The EU-funded TISCH project has demonstrated that terahertz imaging and spectroscopy can be a viable, non-destructive and non-invasive tool to aid the retrieval and analysis of images of obscured features of artwork. Through a Marie Curie Postdoctoral Research Fellowship, Dr Bianca Jackson from the University of Reading in the UK was able to apply this technique to inspect layers of paint, detect structural defects in ceramics and image the physical structure of paintings and manuscripts.

“Institutions that carry out cultural heritage research don’t have a lot of extra money for emerging technology, but they do have the hearts and minds of the people – folks love to talk about what is being done with technology to better understand the mysterious Mona Lisa, or whether or not a sarcophagus contains Queen Neferititi,” said Jackson. “So one of best ways to reduce costs and increase the accessibility of terahertz technology to open up new and interesting areas of applied research.”

In the last 15 years there has been exponential growth in terahertz technology and applied research, along with increasing interest from the pharmaceutical, biomedical, security and aerospace industries.

“In the US, 9/11 and the Columbia disaster lead to a large influx of research funding, which has helped to drive this growth,” explained Jackson.

However, the cost of terahertz systems is still much higher than other well-established technologies, which is why further applied research is needed. Furthermore, terahertz spectroscopic imaging has only been used in the field of cultural heritage over the last five years or so, and as a result, its utility to conservation has not been extensively demonstrated.

In order to address this, Jackson examined the walls of several European churches in England, France and Latvia, where centuries-old paintings were hidden behind many layers of plaster and plain paint.

“We use a time-domain terahertz system, which has a pulse that allowed us to separate out the signals from the top and sub-surface layers,” she said. “This enabled us to find some designs behind some perfectly plain white walls.”

Jackson also scanned a Palaeolithic wall etching of a bird obscured by flow rock and investigated heritage conservation-friendly materials that can be safely applied to works in order to improve the signal to noise quality of the terahertz image.

“Most recently, we started working with the Tate Museum to use terahertz imaging to diagnose flawed areas of ceramic glaze on outdoor sculptures left out in the rain,” she added. “While the TISCH project is almost finished, I’m very excited about the implications of our work with the Tate.”

Jackson is confident that the TISCH project represents a positive step forward, with similar cultural heritage projects also now coming on line.

“Horizon 2020 is funding a project called IPERION CH, through which there is a great programme called MOLAB (short for mobile laboratory) that is accepting proposals for research using various advanced diagnostic technologies for cultural heritage,” she said. “Recently, they added terahertz time-domain spectroscopy and imaging as an option. I’ve been encouraging interested conservators to apply for MOLAB access, and I’ve been offering my aid.”

Overcoming Hurdles To Climate Change Adaptation In Arctic

Outdated land management practices, a dearth of local decision-making bodies with real powers, a lack of long-term planning, along with long-standing educational and financial disempowerment and marginalization are among the hurdles the prevent Arctic communities from adapting to climate change, says a McGill-led research team. But Arctic communities inherently have the capacity to adapt to significant climate change. That’s partly because they are used to accepting a changeable and uncertain climate. What currently limits this ability, however, are a range of non-climatic factors that vary from one society to the next.

The researchers reached these surprising conclusions after reviewing a large number of scholarly works (135 articles) about climate change adaptation, resilience and vulnerability in Arctic societies around the globe.

But, despite the scale and speed of climate change in the north, the researchers believe that if policies and practices change in various ways, these communities are inherently well-equipped to adapt to many, if not all, projected changes in climate.

Adaptation to environmental stress will depend on non-environmental factors

“Arctic populations are often identified as being highly vulnerable people, but that’s not necessarily what the research shows,” said James Ford of McGill University’s Geography Department and the lead author of an article on the subject that was recently published in Nature Climate Change. “People in these communities already tend to see the Arctic environment as being unpredictable and in a constant state of flux. They have repeatedly adapted to environmental changes in the past by being flexible in their use of resources. But their ability to exploit opportunities, such as the lengthening shipping seasons, or new harvesting opportunities, is challenged by various outside pressures and constraints.”

The researchers discovered that depending on the region, the situations of northern communities varied significantly, based on the interaction between the speed of climate change and various non-climatic factors such as:

  • the range and type of resources on which the community relies – so, for example, the livelihoods of the Viliui Sakha people in Siberia who depend on cattle and horse breeding are being undermined by changing weather and snow patterns as they have few alternative livelihood options – while the Inuit of the Canadian Arctic are altering the timing and location of traditional hunting practices with rapid changes in the sea ice
  • the type and effectiveness of local political leadership and input in larger decision-making questions – northern institutions often lack the time, mandate and funding to address climate change impacts – though emerging leaders in Canada and Alaska are proving to be an exception to this pattern;
  • the mismatch between inflexible institutions that have created regulations and quotas for hunting and fishing and the speed of environmental change – so for example, in northern Canada and Alaska, communities are responding rapidly to changes in observed conditions while regulatory regimes have been slow and inflexible in changing regulations to respond to current conditions;
  • adaptation is taking place at the household or community level, but this is mainly reactive and doesn’t translate to a larger scale or to longer-term planning; and
  • economic, health and educational issues that make members of these communities more vulnerable in general, many linked to legacies of colonization.

Co-management models and the importance of traditional knowledge

“Not all forms of institutions necessarily inhibit adaptation,” sayid Ford. “Institutions can act as pathways for knowledge development. In northern Canada and Alaska, for instance, co-management practices integrate science, traditional knowledge and local needs into the management of wildlife stocks such as the beluga in the Beaufort Sea. There is some evidence that this kind of management can help speed up the exchange of information and reduce conflict about resource management, but this success has not been uniformly seen. In some cases the conflict between the role of science and traditional knowledge has been difficult to resolve, and there is a worry that discourse about adaptation may be used selectively by powerful stakeholders to advance particular pathways and political agendas.”

The researchers believe that the Arctic is not only a bell-wether of climate change to come at lower latitudes, but can provide us with an understanding of the challenges to come in adapting to climate change. They suggest that further studies are needed to increase the understanding of why some communities have been able to successfully adapt and others have not in order to gain a better sense of the barriers and limits to adaptation.

Neanderthal Genes Gave Modern Humans An Immunity Boost, Allergies

When modern humans met Neanderthals in Europe and the two species began interbreeding many thousands of years ago, the exchange left humans with gene variations that have increased the ability of those who carry them to ward off infection. This inheritance from Neanderthals may have also left some people more prone to allergies.

The discoveries reported in two independent studies in the American Journal of Human Genetics on January 7 add to evidence for an important role for interspecies relations in human evolution and specifically in the evolution of the innate immune system, which serves as the body’s first line of defense against infection.

“We found that interbreeding with archaic humans–the Neanderthals and Denisovans–has influenced the genetic diversity in present-day genomes at three innate immunity genes belonging to the human Toll-like-receptor family,” said Janet Kelso of the Max Planck Institute for Evolutionary Anthropology in Leipzig, Germany.

“These, and other, innate immunity genes present higher levels of Neanderthal ancestry than the remainder of the coding genome,” added Lluis Quintana-Murci of the Institut Pasteur and the CNRS in Paris. “This highlights how important introgression events [the movement of genes across species] may have been in the evolution of the innate immunity system in humans.”

Earlier studies have shown that one to six percent of modern Eurasian genomes were inherited from ancient hominins, such as Neanderthal or Denisovans. Both new studies highlight the functional importance of this inheritance on Toll-like receptor (TLR) genes–TLR1, TLR6, and TLR10. These TLR genes are expressed on the cell surface, where they detect and respond to components of bacteria, fungi, and parasites. These immune receptors are essential for eliciting inflammatory and anti-microbial responses and for activating an adaptive immune response.

Quintana-Murci and his colleagues set out to explore the evolution of the innate immune system over time. They relied on vast amounts of data available on present-day people from the 1000 Genomes Project together with the genome sequences of ancient hominins. Quintana-Murci’s team focused on a list of 1,500 genes known to play a role in the innate immune system. They then examined patterns of genetic variation and evolutionary change in those regions relative to the rest of the genome at an unprecedented level of detail. Finally, they estimated the timing of the changes in innate immunity and the extent to which variation in those genes had been passed down from Neanderthals.

These investigations revealed little change over long periods of time for some innate-immunity genes, providing evidence of strong constraints. Other genes have undergone selective sweeps in which a new variant came along and quickly rose to prominence, perhaps because of a shift in the environment or as a result of a disease epidemic. Most adaptations in protein-coding genes occurred in the last 6,000 to 13,000 years, as human populations shifted from hunting and gathering to farming, they report.

But, Quintana-Murci said, the biggest surprise for them “was to find that the TLR1-6-10 cluster is among the genes presenting the highest Neanderthal ancestry in both Europeans and Asians.”

Kelso and her colleagues came to the same conclusion, but they didn’t set out to study the immune system. Their interest was in understanding the functional importance of genes inherited from archaic humans more broadly. They screened present-day human genomes for evidence of extended regions with high similarity to the Neanderthal and Denisovan genomes,then examined the prevalence of those regions in people from around the world. Those analyses led them to the same three TLR genes.

Two of those gene variants are most similar to the Neanderthal genome, whereas the third is most similar to the Denisovan genome, Kelso’s group reports. Her team also provides evidence that these gene variants offered a selective advantage. The archaic-like variants are associated with an increase in the activity of the TLR genes and with greater reactivity to pathogens. Although this greater sensitivity might protect against infection, it might also increase the susceptibility of modern-day people to allergies.

“What has emerged from our study as well as from other work on introgression is that interbreeding with archaic humans does indeed have functional implications for modern humans, and that the most obvious consequences have been in shaping our adaptation to our environment – improving how we resist pathogens and metabolize novel foods,” Kelso said.

As surprising as it may seem, it does make a lot of sense, she added. “Neanderthals, for example, had lived in Europe and Western Asia for around 200,000 years before the arrival of modern humans. They were likely well adapted to the local climate, foods, and pathogens. By interbreeding with these archaic humans, we modern humans gained these advantageous adaptations.”

Vatican Paper Blasts Charlie Hebdo Cover As ‘Insulting’ To All Faiths

One year after the Charlie Hebdo massacre in Paris that left 12 dead, the Vatican daily newspaper has condemned the French satirical paper’s anniversary cover which depicts God as an armed terrorist.

The illustration on the paper’s front cover “is insulting toward faithful of all religions,” Anouar Kbibech, President of the Conseil français du culte musulman said in a Jan. 7 article in the Vatican newspaper L’Osservatore Romano.

“It is a caricature which is not at all helpful at a time when we need to stand by each other.”

On Jan.7, 2015, exactly one year ago, armed Muslim extremists stormed the Paris headquarters of French newspaper Charlie Hebdo, killing 12 people. They claimed the attacks avenged the cartoons printed in the publication that depicted offensive images of the Prophet Mohammed.

Hebdo’s cover for the one-year-anniversary of the tragedy uses Christian iconography to depict God as a terrorist covered in blood, who is running away with a Kalashnikov slung on his back. The title of the cover reads “L’assasin court toujours,” translating roughly as “the assassin is still at large.”

In the L’Osservatore Romano article, the Vatican said the decision to use this specific image begs the question: “is the kind of controversy France needs right now?”

France has been site of numerous terrorist attacks over the past year, the most recent of which was a series of coordinated attacks by Islamic terrorists in Paris Nov. 13 that left 129 people dead.

However, the Vatican said the cover choice is “nothing new,” and that behind their flag of “uncompromising secularism,” Hebdo has forgotten that religious leaders have for some time insisted that “using God to justify hatred constitutes true blasphemy,” as Pope Francis has often repeated.

Charlie Hebdo’s decision, they said, “illustrates the sad paradox of a world that is becoming so sensitive to political correctness it is verging on the ridiculous, but which doesn’t want to recognize or respect the faith in God of every believer, whatever creed they profess.”

In comments to AdnKronos news agency, Bruno Forte, Archbishop of Chieto-Vasto and secretary-general of the Synod of Bishops, described the French weekly’s choice as “distressing, as well as unfounded.”

“It offends the sensitivity of all people, not only Christians, Jews or Muslims. It also offends those who despite not being believers sense how important it is to respect the religious conscience and dimension in life.”

The paper’s insinuations, he said, “are far from the truth, because all religions, not just Christianity, but also the Jewish and Muslim faiths, preach non-violence in the name of God. If anything, one shows violence by adopting an ideological stance, claiming to possess the truth, judging and excluding others.”

Charlie Hebdo is known for its provocative paper covers, and has a history printing such cartoons about the prophet Mohamed. In February 2006 it reprinted cartoons from the Danish newspaper Jyllands-Posten that provoked outrage among many Muslims; the newspaper’s offices were firebombed in November 2011 after publishing one cartoon of Mohammed.

In September 2012 the newspaper published cartoons showing Mohammed naked. The cartoon came at a time of violent protests over a low-budget film made in the U.S. that was insulting towards the founder of Islam.

Shortly after the last year’s massacre took place, Pope Francis commented on the incident, saying that killing in God’s name is never acceptable, but neither is insulting faith.

While on his way to the Philippines Jan. 15, 2015, the Pope held an in-flight news conference, during which he was asked by a French journalist if he saw freedom of expression as a fundamental human right.

In response, Francis said that “You cannot provoke. You cannot insult the faith of others. You cannot make fun of the faith.” If you do, he said, you “can expect a punch.”

On the other hand, he stressed that one “cannot kill in the name of God, This is an aberration. Killing in the name of God is an aberration against God. I think this is the main thing with freedom of religion. You can practice with freedom but without imposing or killing.”

He said that every person has not just the freedom or right, but also an obligation “to say what he thinks” in order to build the common good: “We have the obligation to freely have this liberty, but without offending.”

What Would Kennan Do? George Kennan, Containment Doctrine And Islamic State – Analysis

It may have been William F. Buckley, Jr., who observed that Tocqueville’s Democracy in America is as oft cited as it is infrequently read. Something similar might be observed about Containment, the doctrine articulated by George F. Kennan in his famous 1947 essay. It is paradoxical that containment, an indisputable cornerstone of American Cold War statecraft, is so widely (and seemingly at times, willingly) misunderstood. Today, there is much consternation over suggestions that ISIS be contained within the fluid battlespace of western Iraq and eastern Syria. In some instances it is either implied or inferred that containing ISIS means something qualitatively different than defeating ISIS (whatever that itself means).

The question of containing ISIS begins with distinguishing its two key embodiments within the battlespace, Territorial ISIS and Political ISIS. The former refers to the de facto territorial state that ISIS has established in the otherwise ungoverned space of western Iraq and eastern Syria. The latter refers to ISIS as the vanguard of a metastatic revolutionary movement. It is “Islamic” only in the restricted sense of using Islam to establish a group identity and a political power base. ISIS’ governance, terrorism, and ideology constructs give it several dimensions, each of which must be understood before any effective containment strategy can be devised. The role of local forces and a Syrian ground partner — the proverbial “Arab boots on the ground” — are also assessed as elements of containing ISIS.

There is much consternation over the matter of containing ISIS[1] within the fluid battlespace of eastern Iraq and western Syria. The words “contain” and “defeat” are used as if the two were diametric opposites: for example, former Secretary of State Hillary Clinton’s declaration, “Our goal is not to deter or contain ISIS, but to defeat and destroy ISIS.”[2] It begs the question whether, in what Kennan called “a terrifying smugness and lack of historical perspective,”[3] we have forgotten the lessons of the Cold War. Among these is the necessity of distinguishing in practice between vital and peripheral areas. Another is that the United States has often overestimated the amount of political change that can be induced and maintained by superior force of arms or by economic sanctions.[4] A third is exigent:

“The conclusions to be drawn from a continuation of the doctrine of containment as practiced since 1947 are inescapable. As long as military considerations remain paramount in the execution of American policy, then military considerations will dominate the formulation of that policy. What may have begun as a political objective tends, by this process, to become a military objective.”[5]

While bellicose declarations about defeating ISIS may be emotionally satisfying, they betray a fundamental misunderstanding of the choices before us. More to the main point of this essay, they betray lamentable ignorance within much of the political establishment about a concept — containment — that has been fundamental to American foreign policy and diplomacy for nigh on seven decades. This essay seeks to illuminate and expand the concept of containment in the context of United States military and diplomatic operations against ISIS. It also suggests another deficiency of the defeat-not-contain constituency. It is its disconcerting failure to understand behavioral and cultural dimensions of the conflict, and the necessity of integrating these dimensions into the formulation of a grand containment strategy.

The authors of a recent commentary wrote that ISIS has four principal manifestations — respectively, a guerrilla army, a Sunni political movement, a millenarian cult, and a territorial administrator — to which they suggest “aggressive containment” as a strategic response.[6] They rationalize the adjective aggressive:

“As was the case during the Cold War, containment is more than mere passivity: complementary international missions to degrade ISIS from the air, and train and equip the group’s local adversaries, are key to this aggressive form of containment. Containment of this kind is a policy geared to ISIS as it exists in reality, rather than how the group would like to appear in our collective imagination.”[7]

Given ISIS’s rapid expansion across the Middle East and North Africa, this essay asks whether it is susceptible to containment in the four dimensions, at least so far as containment is conventionally understood. It is a composition fallacy to assert that encircling ISIS territory in western Iraq and eastern Syria (assuming such a condition could be sustained amidst ambiguous regional state-actors) implies a politically metastatic ISIS can be likewise “contained”.[8] Instead, the author argues for a multifaceted containment strategy.

What Is Containment?

“A doctrine is something that pins you down to a given mode of conduct and dozens of situations which you cannot foresee, which is a great mistake in principle. When the word ‘containment’ was used in my ‘X’ article, it was used with relation to a certain situation then prevailing, and as a response to it.”

There have been two distinct iterations of containment. The first was famously articulated in 1947 by George Kennan vis-à-vis the Soviet Union.[9] The second is a c.1994 adaptation by Anthony Lake directed at containing “the band of outlaws we refer to as ‘the backlash states’.”[10] Ian Shapiro suggests a third, this one specific to terrorism. It is predicated on his eschewal of the so-called “Bush Doctrine,” which he characterized as a preemptive strategy rather than (like containment) a reactive one.[11] A key tenet, Shapiro writes, is that that while the United States may be powerless to influence ideologies, collective-action sanctions can nevertheless influence the behavior of terrorist groups, since all depend on some degree of local support and sanctuary. The United States can contain terrorism by making it less likely that terrorists will find indigenous support.[12]

Shapiro expounds his view of the “rootedness of containment in the idea of non-domination” within the realm of national security.[13] This departs from the Kennan-esque view of containment given a sharp edge in NSC-68.[14] That document defined containment as “a policy of calculated and gradual coercion,” one that “without superior aggregate military strength” was “no more than a policy of bluff.”[15] Shapiro conceptualizes containment as “more behavioral than ideological in the sense that its focus is on what potential adversaries do internationally rather than on their internal political arrangements or the beliefs of their leaders.”[16] It “occupies a midpoint on a continuum between isolationism and proselytizing regime-change.”[17]

If Shapiro is correct, ISIS must be understood behaviorally if it is to be contained. Doing so requires the identification of characterizing patterns — how ISIS self-organizes, its past actions, how it communicates internally and externally, and so on. Pattern recognition is a basis upon which to identify apt historical analogues, from which to deduce a set of possible actions in which ISIS might engage in future (some which may be susceptible to containment or blocking strategies).

In mathematics, pattern recognition treats geometric objects as physical ones. Polygons, for example, might be regarded as mere sequences of vertices with fixed coordinates in a given system of reference. Alternately, they might be regarded as coordinate-free objects. Calculating the relationships between polygons with fixed coordinates is simple. Without fixed coordinates, however, a mobile object has to be matched against a static one.[18]

Something similar occurs in geopolitical pattern recognition. Fixed coordinates do sometimes exist, as in the well-defined set of political relationships that exist within the European Union constellation of nation-states. This is akin to the simple case of two polygons, where in order to understand the relationship between them one has merely to compute their intersection or test for the inclusion of one within the other. In a volatile geopolitical environment, fixed coordinates may be unknown, or more likely, do not exist. Here one may try to map a dynamic entity — say a sophisticated terrorist organization like ISIS — onto a set of behavior-governing rules. If the fit is good, it may yield patterns that, if not predictive, nonetheless provide useful guideposts.

Geopolitics is not mathematics, however. It lacks geometry’s characteristica universalis to paraphrase Leibnitz.[19] Since mapping an organization onto a borrowed rule-set is by necessity reductive, the fit is often inapt.[20] What is deduced in this circumstance may be of dubious predictive value.[21]

The case in which coordinates are unknown or non-existent reveals a paradox. Terrorism, in Jean-François Lyotard’s construct, consists of playing by rules that make others’ rules impossible.[22] Put another way, the internal logic of terrorism means the terrorist is undeterred by the rules of civil society. We err analytically when we fail to understand the internal logic of terrorism, or when we apply one terrorist rule-set to another governed by a wholly disparate rule-set. Take the example of North Korea, the actions of which regularly befuddle many Western analysts even though it conforms to an (albeit eccentric) rule-set. This observation undercuts a critical claim regarding containment à la Kennan, Lake or Shapiro, viz.:

“If in fact we find this ‘war’ [the one on terrorism] is a policy of containment, then we have a concept of what works and what does not.”[23]

Not necessarily. Without first understanding terrorist behavior and rule-sets, we have little idea how to ascertain what actions will and will not contain terrorism in a given circumstance.

Internal logic is used here in a way intentionally akin to ideology.[24] Zbigniew Brzezinski called ideology an effective “link between theory and action” and an “action program derived from certain doctrinal assumptions about the nature of reality.[25] Doctrine, he wrote, “ceases to be an intellectual abstraction and becomes an active social agent, or an ideology, when it is applied to concrete situations and becomes a guide to action” (emphasis added).[26] Thus Stephen Biddle’s assertion the “war on terrorism” did not entail merely containing al-Qa’ida or defeating it militarily, but rather, defeating “our enemy’s ideology.”[27]

Ayman al-Zawahiri elaborated al-Qa’ida’s ideology in a set of doctrinal tenets. One is the “revolutionary fundamentalist movement” must attain ideological clarity and coherence.[28] That movement constitutes a revolutionary war in which the ideological component of the struggle is paramount.[29] The clearest articulation of a distinctly ISIS doctrine comes from Abu Mohammad al-Adnani’s exchanges with al-Zawahiri.[30] While an assessment of the rupture between al-Qa’ida and ISIS is outside the scope of this essay, it is worth noting it resulted from disagreements over questions of organization and control, not ideology. It centered on ISIS’s declaration of a caliphate, and disregard of Zawahiri’s demands that it dismantle its “state” and disengage from Jabhat al-Nusra.[31] Prima facie, the ideological issues surrounding ISIS’s “deviation,” if Abu Qatada al-Filistini is correct, concern questions of organization and control.[32] He accused ISIS of turning a political dispute into an all-out conflict by declaring itself a caliphate over an imaginary group of Muslims rather than a real one.[33] All this leads to what Tareq Osman calls “the Daesh Paradox”: while ISIS considers the modern nation-state its enemy, its organizational architecture nonetheless largely resembles Hannah Arendt’s model totalitarian state.[34]

In one sense, the current debate over containing ISIS (and the question of its ultimate contain-ability) mimics an earlier one between Kennan and the influential columnist Walter Lippman.[35] The latter argued Kennan’s containment policy would “draw the United States into defending any number of far-flung areas of the world.”

“Military entanglements in such remote places might bankrupt the treasury and would in any event do little to enhance American security at home. American society would become militarized in order to fight a ‘Cold War’ [. . .] For Lippmann, the Kennan article missed the fundamental point that American power, no matter how great in relative terms, was ultimately limited. Containment, in other words, failed the test of realism.”[36]

Lippman believed Kennan’s strategy “compels the United States to meet the Soviet pressure at these shifting geographical and political points by using satellite states, puppet governments and agents which have been subsidized and supported, though their effectiveness is meager and their reliability uncertain.” Mutatis mutandis, Lippman’s summation of its effect could well have been written today regarding ISIS:

“By forcing us to expend our energies and our substance upon these dubious and unnatural allies on the perimeter of the Soviet Union, the effect of the policy is to neglect our natural allies in the Atlantic community, and to alienate them.”[37]

The Doctrine of Contain & React

A contemporary restatement of Kennan’s containment thesis might read as follows:

“The main element of any United States policy toward ISIS must be that of a long-term, patient but firm and vigilant containment of ISIS’s expansive tendencies. To that end, the United States must counter ISIS’s pressure against the free institutions of the western world, which it will achieve through the adroit and vigilant application of counter-force at a series of constantly shifting geographical and political points, corresponding to the shifts and maneuvers of ISIS’s policy. Such a United States policy would promote tendencies which must eventually find their outlet in either the break-up or the gradual mellowing of ISIS’s power.”[38]

This leave unanswered whether the United States (or anyone else) can contain ISIS in all four dimensions, the associated complexity of which is suggested by a 2008 RAND study. Its authors caution “the confluence of governance, terrorism, and ideology (GTI) makes this long war complex and difficult, and is what differentiates it from other struggles the United States might be involved in.” They suggest “Contain & React” as a viable Long War counterterrorism strategy. “Fundamentally defensive,” its objective is “to hold the current ‘perimeter’ in the Muslim world and only act strongly if that perimeter is breached (i.e., a major U.S. ally is threatened with collapse or overthrow),” in the event of which, “the United States would intervene massively with general purpose forces.”[39]

“This strategy has applications for several trajectories. For example, in ‘Major Muslim Nation Goes Bad,’ Contain and React would seek to position U.S. military forces in neighboring states to deter the newly radicalized state from threatening its neighbors. In ‘Expanding Scope,’ this strategy could be used to try to fence off groups like Hezbollah in finite swaths of territory with stepped-up border enforcement as well as periodic strikes and raids. Contain and React would be the preferred choice for the ‘War of Ideas’ because the ideational campaign would be an ideal, low-cost, low-visibility tool for containing al-Qaeda and Salafi-jihadist ideologues.”[40]

The 2008 RAND study continues:

“Contain and React would give equal roles to all three parts of our GTI framework. Each would have to be conducted at a moderate level of intensity in order for the U.S. defensive perimeter to hold. Counter-terrorist efforts would be necessary to prevent SJ [Salafi-Jihadist] groups from seeping out of ungoverned zones and into the territory of U.S. allies and partners. Ideological campaigns would likewise be required to reduce the appeal of SJ in Muslim states that face problems with youth bulges, poor delivery of basic services, and high unemployment. Finally, limited programs aimed at improving governance in the most strategically important U.S. allies in the Muslim world (for example, Egypt and Pakistan) would be useful as reinforcement for the IO efforts.”

We will consider separately (and briefly) the Governance, Terrorism, and Ideology constructs.

Governance:

“The assault on free institutions is world-wide now, and in the context of the present polarization of power a defeat of free institutions anywhere is a defeat everywhere.”

The Governance construct encompasses two dimensions, ISIS as a Sunni political movement and ISIS as a territorial administrator, respectively.[43] This dynamic is rooted in al-Qa’ida’s earlier pivot from the more defensive jihad variant espoused c.1980s by Abdullah Azzam[44] to al-Zawahiri’s[45] 1991 call for offensive jihad against corrupt regimes in the Muslim world.

The instrumental use of political polarization is a central element to the dimension ISIS as a Sunni political movement. It seeks to undercut and destabilize the region’s brittle regimes, and give rise to “failed states or ungoverned spaces in which terrorist extremists can more easily operate or take shelter.”[46] Polarization entails “dragging the masses into the battle” as the late al-Qa’ida leader Abu Bakr Naji wrote, the means of which are “actions which will inflame opposition and which will make the people enter into the battle, willing or unwilling, such that each individual will go to the side which he supports…” He wrote, “The first step of polarization in the stage of ‘the management of savagery’ is mastering the administration of the regions which are under our control.”[47]

The meaning of management of savagery may be counter-intuitive, so an explanation is in order. Savagery — a condition Naji calls “more nebulous than chaos” — ensues in the aftermath of a state’s collapse. That event leaves a region of savagery[48] in its wake:

“[T]he management of peoples’ needs with regard to the provision of food and medical treatment, preservation of security and justice among the people who live in the regions of savagery, securing the boarders by means of groups that deter anyone who tries to assault the regions of savagery, as well as setting up defensive fortifications.”[49]

He elaborates elsewhere in the manifesto that a state’s collapse (i.e., “the stage of the administration of savagery”) is usually preceded by the “stage of the power of vexation and exhaustion.” It entails weakening the state in the furtherance of one of several endpoints.[50] Naji again highlights polarization’s instrumental role in “vexation and exhaustion:”

“By polarization here, I mean dragging the masses into the battle such that polarization is created between all of the people. Thus, one group of them will go to the side of the people of truth, another group will go to the side of the people of falsehood, and a third group will remain neutral, awaiting the outcome of the battle in order to join the victor. We must attract the sympathy of this group and make it hope for the victory of the people of faith, especially since this group has a decisive role in the later stages of the present battle. [. . .] We must make this battle very violent, such that death is a heartbeat away, so that the two groups will realize that entering this battle will frequently lead to death. That will be a powerful motive for the individual to choose to fight in the ranks of the people of truth in order to die well, which is better than dying for falsehood and losing both this world and the next.”[51]

Polarization is further instrumentalized during the management of savagery:

“The people, seeking security, rally around the great personages of the country or a party organization or a jihadi organization or a military organization composed of the remainders of the army or the police of the regimes of apostasy.”[52]

There is a coincident inflow of foreign fighters to join the jihadists’ ranks, in Naji’s words, “a continuous emigration of the youth of other regions to our regions.”[53]

The foregoing is intended to illuminate how al-Qa’ida intended to direct its Governance trajectory using political polarization and state-collapse to transition from a Sunni political movement to a territorial administrator. ISIS implicitly adopts and elaborates it in two key respects. “The preservation of security and securing the borders may advance to working to expand of the region of savagery,” Naji speculated.[54] This creates two “options” as ISIS sees it to exploit its “rapid consolidation and shrewd governance of its territories:”

“The first option is that they continue to expand the borders of the Caliphate throughout the region until economic or military limitations stop them and they afterwards consolidate their positions. Too bad for the West, it doesn’t look like such limitations exist for the Caliphate. The second option is that they goad the West into launching an all-out ground attack, thereby setting the scene for the final battle between Muslims and the crusaders prophesized to be held at Dābiq in Syria, by conducting an operation overseas that is so destructive that America and its allies will have no alternative but to send in an army.”[55]

A related ISIS strategy is “The Extinction of the Grayzone.”[56] It intends to force off the fence Naji’s “third group,” the one he wrote intends to “remain neutral, awaiting the outcome of the battle in order to join the victor.”[57] ISIS’s position is unambiguous:

“[A]s Shaykh Usāmah Ibn Lādin (rahimahullāh) said, ‘The world today is divided into two camps.’ Bush spoke the truth when he said, ‘Either you are with us or you are with the terrorists.’ Meaning, either you are with the crusade or you are with Islam.”[58]

ISIS in eastern Syria and western Iraq is not a nation-state,[59] but it certainly is a territorial one. The concept of the territorial state derives from Leibniz’s model of the post-Westphalian princely states.[60] Within a territorial state — here, Territorial ISIS — a hegemon exercises what Leibniz called sovereignty. The hegemon is “sovereign” when it is sufficiently powerful to exclude internal and external “others” from exercising political authority within its domain. Its territory is impermeable to everything but external military force, contributing to why these territories are sometimes called terrorist black holes.[61]

Terrorism:

A prerequisite to proper use of the term terrorism is to demystify and define it. “Terrorism,” wrote the sociologist Omar Lizardo, “is what people, authorities and ideologues decide to label as terrorism, without a theoretical defining feature of its own.”[62] More often than not, conversations about terrorism focus on the actor and not the act. In Lizardo’s formulation, it is “the difference between ritualized, legitimated and symmetric forms of organized collective violence such as interstate war” — he considers it the exclusive realm of nation-states, as territorial, violence-monopolizing actors — and “illegitimate, asymmetric interactions such as those that are usually classified as terrorist attacks”[63] directed against actors linked to territorial states:

“Given two equivalent actions (such as a surprise attack against a state), one performed by a recognized actor in the international system (such as Japan in during World War II), and another by a loosely defined network of infra-national actors (informal groups, non-state- affiliated organizations), the first would be characterized as an act of war while the second would most likely be referred to as a terrorist attack.”[64]

Designating ISIS a terrorist organization does not, as we have witnessed in the Syria-Iraq battlespace, imply its military actions are qualitatively different from a state-combatant. This is especially true as terrorist actions directed against the representatives (human, material or symbolic) of formally recognized state actors become more targeted and less asymmetric. “Most episodes of terrorism-counter-terrorism cycles are indistinguishable at a behavioral level from what has been referred to as total war when this occurs between two formally recognized state-actors,” Lizardo writes.[65]

So it is argued that terrorism consists of serial acts of war perpetrated by a violent non-state actor against a state-actor (whose reciprocal war-like acts comprise counterterrorism). Moisés Naim claimed a decade ago that the struggle between state and non-state organizations like al-Qa’ida and ISIS had become much less symmetrical, as the latter benefit from the globalization of resources, techniques and organizational forms.[66] This increases the likelihood territorial states will emerge inside geographical havens within the boundaries of weak or partially degenerate nation-state — witness ISIS’s caliphate in western Iraq and eastern Syria — and that an actual state apparatus might fall at the hands of one of these organizations. This in turn, Lizardo observed, “increases the chances of state terrorism directed at civilians and other non-combatants” and “civilian proto-military organization against abusive state entities.”[67] The final domino is often spillover into neighboring territories and the trans-nationalization of terrorism.

This perspective is wholly consistent with the dimension of ISIS as a guerrilla army, one susceptible to physical containment by such conventional counterterrorism strategies as Contain & Hold and Ink Blot. These strategies would likely be applied coterminously though they differ in the scope and tenor of their respective operations. The objective of Ink Blot is to seize, clear and hold strategically important areas working actively with local security forces. While special operations forces are its preponderant force element, it is likely some general-purpose forces would become involved as well. Ink Blot operations tend to be smaller scale based on “a proactive and forward-leaning policy of working with local forces before escalation to full-blown destabilization.”[68] In contrast, the objective of Contain & React is to hold a geographic perimeter, acting strongly only if that perimeter is breached, in the event of which the United States would intervene massively with general-purpose forces.

Ideology:

“Pretending that [Islamic State] isn’t actually a religious, millenarian group, with theology that must be understood to be combatted, has already led the United States to underestimate it and back foolish schemes to counter it. We’ll need to get acquainted with the Islamic State’s intellectual genealogy if we are to react in a way that will not strengthen it, but instead help it self- immolate in its own excessive zeal.”[69]

There is no doubt the Syrian and Iraqi government’s failure to ensure security and stability within territorial borders — exacerbated by external interventions — eroded state sovereignty and legitimacy. ISIS opportunistically breached and infringed sovereignty in a direct challenge to their legitimacy. The ISIS caliphate is transnational in nature but rests within a controlled territory.

The Territorial ISIS narrative reinforces “a grossly idealistic portrait of the Caliphate as a form of governance”:

“This romantic portrayal extends not only to the Caliphate as a governing institution, but its ability to function as uniting force for the whole of the ummah, overcoming ‘false’ differences in identity based on nationality or ethnicity. [. . .] [T]hey romanticize the Caliphate in an attempt to shift the loyalties and sense of community the audience feels at a nationalistic level to that of the Caliphate.”[70]

Furlow, et al., develop the concept of “the imagined community of the Ummah,” a reference to the traditional conception of the ummat al-mu’minin (“Community of Believers”) and the ummat al-Islamiyah (“Islamic community of believers”).[71] “The primary loyalty of Muslim citizens is to the ummah, rather than the state, and to the Shariah rather than the ruler,” writes Mir Zohair Husain.[72] ISIS (and al-Qa’ida) craftily exploit it to create “an imagined community of Muslims.”

“[T]hey actively reject the landscape of modern nation-states, viewing them as imposed by Western forces to the detriment of the ummah. They must construct an imagined community of a singular Islamic ummah without relying on the usual tools employed by, for example, nationalist oriented groups. [. . .] So they rely on the vision of the Caliphate to accomplish this. In other words, the Caliphate effectively bypasses the usual state-based features that would construct an imagined community.”[73]

This suggests two avenues to contain ideological extremism: first, to strengthen national identity; and second, to address whatever theological factors underpin Islamic extremism. Both are complex subjects meriting more than superficial consideration. The first — national identity — is undoubtedly exacerbated by the simple fact that the United States is the lead actor in the anti-ISIS military coalition. It is well established that the primary basis of self-identification regionally is Muslim and Arab, not national, especially in Arab-to-American encounters.[74] That Iraqi — and now Syrian — national identity must be reconstructed is obvious. Both nations face on a much larger scale the same challenge such nations as Singapore have faced: the construction of a national identity through what Hobsbawm called “invented tradition.”[75] It refers to the way in which an ideological agenda is artificially linked to the past, and to the uses of “tradition” within contemporary political discourse. Identity-forming myths that justify political authority are a fundament of ISIS’s modus operandi, which seemingly internalized Ernest Renan’s aphorism that “Getting its history wrong is part of being a nation.”[76] Such communal identity also holds the basis for a nation-state’s claim to sovereignty through the instrumental manipulation of political myths and ideals.

The experience of post-war Japan is instructive. Maruyama Masao wrote that it faced the urgent task of attaining modernity, and overcoming the political and social institutions that had curtailed its fulfillment. Takeuchi Yoshimi challenged this critique. He wrote that Japan’s wartime fascism (like Iraq and Syria) “was not a hangover of pre-modern consciousness but a manifestation of political and social institutions born in modernity.” While disavowing Eurocentric conceptions of modernity:

“[I]t was not a matter of becoming modern so much as confronting the character of Japan’s existing modernity. For Takeuchi, the task facing Japan was to take control of modernity and find an indigenous basis from which to determine its parameters.”[77] [Emphasis added]

The Sunni Arab world must formulate its own modernizing political narrative to contain and extinguish ISIS-style nihilism.[78] Yoshimi foresaw that a Japan unable to locate itself in the modern world would descend into meaninglessness:

“The absence of resistance [to external pressures] means that Japan is not Asian. At the same time the absence of a desire for self-preservation means that Japan is not European. That is to say that Japan is nothing.”[79]

Only a communal Pan-Arab strategy can counter ISIS ideologically as well as militarily. The recent announcement by Saudi Arabia of the formation of a 34-nation Islamic military coalition may represent a tentative first step. It remains to be seen whether any such coalition can balance the dual imperatives to preserve territorial integrity and ensure that fellow Arabs’ basic security and human needs are met.[80]

Outside the geographic arc of Territorial ISIS — and as far afield as Sri Lanka and Libya — its political dimension is dynamic. Political ISIS is a revolutionary movement that seeks “comprehensive and drastic change in the political system, social structure, economic property, and the existing social situation.” So wrote Abu `Ubayd al-Qurashi, an al-Qa’ida ideologist.[81] The point of the revolution’s social and economic dimensions is to “activate…the atmosphere of collapse,”[82] language redolent of Italy’s Brigate Rosse of the late 1970s and early 1980s.

While Political ISIS is Sunni in composition, it is not deeply grounded in the denomination nor for that matter especially sectarian:[83] It has a deeply syncretic worldview:

“They have constructed a tradition using quotations from the textual sources, but removed from their linguistic context as well as that of their historical reception, combined with borrowings from a past which isn’t even their own, plus elements which are completely and utterly contemporary.”[84]

These “borrowings” are exemplified by ISIS’ obsession with the Shiite cult of martyrdom, which “does relate back to certain forms of Islamic religious tradition, these forms belong not to their own Sunni tradition but to the Shiite beliefs which they regard as heretic.”[85]

Hussein Ibish evokes an entirely different historical analogue:

“In some crucial ways their strategic modus operandi looks strikingly similar to that of the Communist Party of China (CPC) led by Mao Zedong, in the late 1930s through to the late 1940s…[T]he clearly recognizable ways in which ISIL is indeed replicating key elements of Mao’s revolutionary methodology are unmistakable precisely because any such comparison is so incongruous. The analogy at first seems far-fetched, but proves actually compelling and alarming.”[86]

That revolutionary methodology has distinctly ISIS-like overtones:

“Revolutionary warfare is never confined within the bounds of military action. Because its purpose is to destroy an existing society and its institutions and to replace them with a completely new structure, any revolutionary war is a unity of which the constituent parts, in varying importance, are military, political, economic, social and psychological.”[87]

ISIS sees itself at the vanguard of a revolutionary movement. It aims to displace what it sees as an illegitimate and oppressive world order, the raison d’être of which is to maintain Western, in particular, United States, hegemony. There are significant parallels to post-revolution Iranian political culture, ironic given ISIS’s palpably anti-Shi’a rhetoric. Like the post-revolutionary Iran before it, ISIS, seeks “to overturn U.S. influence in the Islamic world, to remove U.S.-supported Arab authoritarian regimes, and to spread Islamic rule,” writes Robert Reardon.[88]

Devising a framework to contain Political ISIS is challenging, perhaps more so than its territorial embodiment. No practicable strategy can fully neuter it politically. It begins by disambiguating ISIS, and shedding misapprehensions about its political and religious underpinnings. The author points to earlier revolutionary groups that bear further consideration as models: the Maoist Katībat al-Ğarmaq (aka “the Jarmaq Squad”), which fought as a part of Al-`Asifah against the South Lebanon Army; the Marxist Fedayeen Khalq (“FKO” aka “the People’s Feyadeen”); the Islamo-Marxist Mujahedin-e Khalq (“MEK” aka “the People’s Mojahedin”); and the Harakat al-Tawhid al-Islami (“Harakah”) aka “the Sunni Islamic Unification Movement,” in which a number of Maoists played a formative role.

ISIS is “Islamic” only in the context of using Islam to establish a group identity — much in the manner of the secular Malay-Muslim insurgency in southern Thailand — and using its interpretation of Islamic teachings (mostly coopted from al-Qa’ida) as a political power base.[89] At the same time it solidifies its political base within Territorial ISIS, it is transitioning from foco-like[90] hit-and-run guerilla actions and terrorism — tactics similar to those employed by the Southeast Asian Islamist group Jemaah Islamiah[91] — to a Maoist gradualist strategy of the sort attempted by the Jemaah Islamiah offshoot, Tanzim Qaedat al-Jihad (aka “Al-Qa’ida in the Malay Archipelago”). Like ISIS today, Jemaah Islamiah employed the classic Maoist strategy of forming a military force (strategic stalemate) and then launching military operations to establish a caliphate (strategic offensive).[92] This recitation is intended to drive home the point that many ISIS-like insurgencies have been successfully checked by counterterrorism cum containment strategies.

Returning to Kennan-esque Containment

“[M]uch of what I had said has a chance of being re-discovered after my death, thus to acquire a certain measure of classic quality, and to evoke understanding by that perverse quality of human nature that makes men more inclined to respond to the works of someone long dead than to those of any contemporary.” [93]

The term negative containment denotes a policy under which an adversary is encircled geographically — by, for example, an alliance or a network of military bases — but where there is no active effort to destroy the adversary by means of counterforce. Negative containment seeks stalemate. As Charles O. Lerche, Jr. explained, “the theorists of containment had anticipated stalemate as the most probable outcome of the first phase of American action [against Soviet expansionism] and devised a strategy to follow up any success the United States might enjoy…”[94] This phase anticipated a second one that “called for the United States to exploit its own advantages.” It would ultimately “confront the Kremlin with such an unfavorable situation that peaceful accommodation with the free world would be the only convenient way for the leadership to escape with the regime intact.”[95] Then, as perhaps now, a significant portion of the American public rejected the objective of the second phase — peaceful accommodation — as effectively acquiescing in the Soviet subjugation of the “captive nations” of eastern and central Europe. The Eisenhower Administration appeared to reject it when Secretary of State John Foster Dulles proposed his declaration on captive peoples in February 1953.[96]

Dulles’ testimony later that month before the House Foreign Affairs Committee nevertheless echoed Kennan’s original exposition. He referred to “peacefully frustrat[ing] the oppressive design of Soviet despotism and disintigrat[ing] the over-extended despotism.” He declared “as one of” the United States’ “peaceful goals, that these enslaved national groups…shall recover genuine independence.”[97] That the Eisenhower Administration was unwilling to go further was quickly evident. Responding to the eruption of workers’ riots in East Berlin in late June 1953, Secretary Dulles remarked:

“In my book War or Peace…I said: the Communist structure…could be shaken if the difficulties that were latent were activated. I went on to point out that this does not mean an armed revolt which would precipitate a massacre, but short of this the people could demonstrate an independence such that the Soviet communist leaders would come to recognize the futility of trying to hold captive so many people.”[98] [Emphasis added]

In other words, the United States would not actively intervene to support the East Berlin workers. Nor did it do so in response to the Poznań Riots in June 1956 or the Hungarian Uprising in October later that year. Containment would be limited to corralling Soviet expansionism, and for the time being at least would not extend to liberating captive nations.

This raises the question of deterrence. If an adversary is not to be deterred by the threat of direct United States intervention to liberate a captive nation, what is its basis? Kennan’s original thesis allowed for the application of counterforce in varying degrees at points other than those affected directly by Soviet expansionism. Secretary Dulles went a step further. The United States would deter Soviet expansionism, not by threatening active intervention to liberate captive nations, but by promising military retaliation in the event the Soviet Union breached the figurative containment “wall”. Acceding to static containment acknowledged the gap between American aspiration — to liberate captive nations — and capability. Dulles later fitted the idea of a graduated response to the original concept of containment. The United States would retaliate at whatever level was required — conventional or nuclear — to contain the Soviet Union and restore the status quo ante bellum. Its willingness to use nuclear force to restrain aggression that would otherwise require large conventional forces — something which led ultimately to Dulles’ doctrine of “massive retaliation” announced in January 1954 — conceded a point made by Walter Lippman in 1947: responding in-kind with a conventional force was not practicable because it required a large standing army for an indefinite period of time.[99]

Today’s debate about containing ISIS substitutes tactical air and special operations ground forces for the nuclear force of the 1950s. The objective is the same, however: to avoid committing a large conventional ground force.

“At most, containment can be a temporary expedient, a transition. As the transition is completed, containment must move toward one or the other of two major poles, toward appeasement or liberation.”[100]

Though penned by James Burnham in 1953, the paragraph’s unmistakable containment versus liberation refrain might well come from the contemporary debate over escalating the United States’ intervention in Syria and Iraq.

It is indisputable the United States can execute the physical encirclement and containment of ISIS in eastern Syria and western Iraq. Whether an asymmetrical or symmetrical approach is better suited to the facts on the ground is less certain. Symmetrical containment is “the ability to respond wherever and in whatever manner aggression took place but to do so without either backing down or dangerously escalating the conflict.”[101] The word “symmetrical” means the military response is commensurate to the provocation.

The classic public statement of symmetrical containment is President Kennedy’s commitment to “pay any price, bear any burden.” That rhetorical flourish exposes a handicap: symmetrical containment relinquishes the initiative to the adversary. This underlies the perversity of the Obama Administration’s rump symmetrical containment policy toward Territorial ISIS: by resisting either escalation or withdrawal, it cedes control of the nature and extent of the competition at every stage to ISIS.[102] [103]

Negative Containment Redux: The Long War to Contain ISIS

“Judging by the deep contradictions between the two incompatible systems, it is clear that the upcoming clash, once it begins, will be decisive. Combat will continue to death, until one side emerges victorious.”[104]

Insurgencies historically on average last nine to twelve years. Thus counterinsurgency, wrote Soviet military theorist Georgii Isserson, does not consist of “a one-act operational effort in a single locale.” It is not “a broken chain of interrupted battles.” Instead, it is “a continuous chain of merged combat efforts throughout the entire depths,” one that “requires a series of uninterrupted operational efforts that merge into a single whole.”[105]

The campaign against ISIS must be conceptualized as a “long war” to systematically degrade the strengths and exploit the vulnerabilities of its military and political apparatuses.

“[C]ounterinsurgency strategy must accommodate the fact that insurgent warfare involves prolonged conflict, requiring both patience and adaptation. Popular doctrinal concepts, such as ‘rapid decisive operations’ that emphasize the merits of winning quick victories or achieving strategic-level shock and paralytic effects against conventional military opponents are intrinsically inconsistent with this reality, and seeking to apply them in counterinsurgency will often be counterproductive.”[106]

If the United States intends to contain Territorial ISIS, it must commit to a strategy of force escalation or rethink its (conscious or not) adherence to symmetrical containment. The stark escalation calculus of earlier decades no longer applies. Dulles-era deterrence meant an unquestioned commitment to escalate rapidly from conventional to nuclear force. Today’s policymakers have the luxury to escalate violence by regulating the targeting and frequency of high-discrimination tactical airstrikes and SOF ground operations. However, a perceptible willingness of the United States to do nothing because it fears doing anything eviscerates deterrence altogether.

It may be asymmetrical containment is better suited to Territorial ISIS. For Kennan, a deep understanding of “the political personality of Soviet power” in terms of ideology and circumstance were necessary precursors to any successful application of his containment doctrine. He understood containment meant “the adroit and vigilant application of counter-force at a series of constantly shifting geographical and political points.” Perhaps his most important guidance for today’s policymakers is a little-quoted passage from “The Sources of Soviet Conduct:”

“Let us bring this apocalyptic vision down to earth, and suppose that the Western world finds the strength and resourcefulness to contain Soviet power over a period of ten to fifteen years. What does that spell for Russia itself?”

It is certainly time to do the same regarding ISIS, given intemperate rhetoric about the menace posed by its relatively small force, one that has been substantially depleted of experienced fighters.

Many proponents of “containing” ISIS focus on the territorial dimension to the exclusion of the political. Emerson warned this is a grave error:

“It is not so easy a task as is ordinarily thought to sketch…a nation. [. . .] From our inability to grasp the whole truth it thus happens that we select some one accidental feature & by dwelling exclusively on this our imaginations magnify it till we come actually to mistake the part for the whole.”[107]

The consequence of mistaking ISIS’ territorial dimension for its entirety is to leave unanswered ISIS’ reconceptualization of modernity and the state. It also fails to take notice that national identities are inherently unstable; that they are prone to the whims of disparate groups and ideas; and that the histories of the region’s nation-states are in fact as contingent as the nations themselves.[108]

The observation that containment must extend to the territorial and the political dimensions alike is (or ought to be) self-evident, so there is no suggestion by the author that its restatement here is novel or especially insightful. What may be less self-evident is that ISIS’s various dimensions give it a sort of tactical defensive depth.[109] ISIS cannot be attacked piecemeal. One must be prepared to overcome its entire defensive depth if it is to be contained and countered.[110]

The author claims the United States has strayed in the campaign against Territorial ISIS from a decade-old adherence to the doctrine of population-centric counterinsurgency[111] By default or design, the United States has lapsed into a enemy-centric approach, which with no small irony closely resembles Russian counterinsurgency strategy.[112] The latter understands counterinsurgency as a variant of conventional warfare, the spirit of which is well captured as, “The enemy must not only be beaten. He must be beaten thoroughly.”[113]

The author maintains this is a fundamentally flawed approach to containing ISIS.

“Counterinsurgency strategy is grand strategy in miniature, and to consider its military component in isolation is as artificial as examining the air component of a conventional joint military campaign without regard to the effects of surface forces.”[114]

Enemy-centric counterinsurgency prioritizes finding and annihilating the enemy over protecting the population.[115] The difference between enemy- and population-centric approaches turns on the relative ratio of offense-to-defense, with the former favoring offensive action against insurgents while the latter favors defensive capabilities to protect civilians. The United States’ enemy-centrism is evident even in how it pursues counterinsurgency in the political dimension, emphasizing such operational approaches as Disaggregation to contain, isolate and disrupt an insurgency.[116]

The United States’ use of air power in the counterinsurgency campaign is the object of criticism, much of it misdirected and grounded in a fundamental ignorance of modern air-delivered weapons systems.

“The precision of modern airpower enables the delivery of timely and accurate overwhelming firepower in support of light, agile forces which, though highly skilled, lack significant organic firepower. Second, precision enables effective and efficient engagement of targets in close proximity to friendly forces and non-combatants while minimizing the risks of fratricide and collateral damage.”[117]

That being said, it remains that “fighting a non-state enemy who uses guerrilla tactics in populated environments demands a clear military imperative for more than an overwhelming air campaign.”

“[Modern air power] cannot bring security to the population, prevent acts of personal coercion and intimidation, or arrest the spread of fear. [. . .] Air policing had demonstrable merit in the imperial period for suppressing recalcitrant natives, but against modern, fanatical non-state actors who operate within the civilian population…the imperial experience is of dubious value.”[118]

Another lesson is that the United States, too, has a vulnerable center of gravity: it is America’s ability to maintain domestic support for the campaign. Policymakers and the public alike want short conflicts with clear success criteria, definitive exit strategies, and decisive victories.[119] This is largely incompatible with counterinsurgency fundamentals, given that its campaigns tend to be of long duration; decisive victories are elusive; progress is difficult to measure and quantify; and there often is no definitive “victory”.[120]

Wilfried Loth and Wolfram Hanrieder coined the phrase “double containment.”[121] It describes a response to the threats to the post-war security order in Europe coming from, respectively, German nationalism and Soviet expansionism. One of these — re-ascendant German nationalism — was considered soluble in the near term while Soviet expansionism was not. Thus, containment meant something different in each case. Containing German nationalism meant binding Germany to a European order from which it could not break free, and that did not depend upon Germany’s voluntary subordination. Only the European community of nations acting as a whole — the Soviet Union included — would allow German re-ascendance (and ultimately, German reunification).

While Germany’s reemergence as a nation depended upon European consent, the existence of the Soviet Union did not. The security dilemma posed by Soviet territorial expansionism — a phenomenon many believed rooted in the Soviet Union’s very existence — was thus seen as near-term insoluble, at least short of using nuclear weapons (over which the United States had a brief post-war monopoly until 1949). Kennan controversially argued to contain Soviet expansionism until such time as contradictions inherent to the Soviet system caused its collapse. The many who were not persuaded by Kennan remained skeptical that a totalitarian world power could be contained.

Wolfgang Krieger argues appeasement was critical to containing Soviet territorial expansionism. He uses that politically incendiary term to describe the condition under which the United States and the Soviet Union agreed to a mutually tolerable European solution — the status quo of a divided Europe and Germany — to the detriment of European interests.[122] Thus, his argument goes, Soviet post-war expansionism in Europe was “contained,” all or in part because the United States “appeased” fundamental Soviet geopolitical interests there.

The author speculates whether the United States is attempting a variation on dual containment in Iraq and Syria. One could argue that American actions vis-à-vis Iran satisfy the earlier standard of Soviet appeasement — for example, conceding the legitimacy of Iranian geopolitical interests in Iraq; breaking the stalemate over Iran’s nuclear program; studied passivity in the face of abject Iranian non-compliance with United Nations Security Council-imposed restrictions on Iran’s missile program restrictions. The list goes on. If the suggestion is correct, the proponents of appeasement have the burden to prove how it will contain Iran from acting on aspirations of regional hegemony (or for that matter, territorial ambitions in Iraq and elsewhere).

Syria likewise is no Germany. The geopolitical conditions there differ sharply from post-war Europe. The United States is in no position to impose a resolution on the region, especially in the face of implacable Sunni resistance to Shi’a expansionism. Nor is it clearly foreseeable how an eastern Syrian rump state would contribute to stability, either in Territorial ISIS or in other jihadi-controlled enclaves within the ungoverned space of western Iraq and eastern Syria. A United States-led force of sufficient size and duration might well succeed in containing and attritting Territorial ISIS. It would, however, demand a significant force escalation, one for which there is a discernable lack of supporters among Sunni nations on the battlespace’s periphery. Nor as argued earlier would containing Territorial ISIS perforce contain its metastatic political variant, any more so than containing Soviet territorial ambitions in Europe likewise contained Soviet adventurism elsewhere.

So, What Would Kennan Do?

A final word on this essay’s title. It begs the question of the United States’ geopolitical interest. After all, the “Long War” is the containment of Political ISIS, not the simpler task of containing its territorial embodiment in western Iraq and eastern Syria. The United States, along with its NATO allies and Russia, are fully capable of executing that mission in short order. It is also so that with sufficient will and application, that alliance could degrade and attrit a now-contained Territorial ISIS to a point where it becomes largely irrelevant as a military force within the battlespace. The relevant question is whether the post-containment fight rightly belongs to the United States, or alternately, to what Lippman called its “dubious and unnatural allies on the perimeter” — the regional Sunni states.

It is claimed the United States’ immediate geopolitical objectives can be satisfied by containing Territorial ISIS. The author concedes that another jihadist configuration would likely arise to replace a now-attritted ISIS — a virtual certainty so long as the battlespace remains ungoverned territory — requiring that it, too, be contained within the selfsame geography. Whether the United States’ interest extends to conducting large-scale ground operations within that contained battlespace remains an open question. Its burden is foursquare on its advocates to answer that question.[123]

The “indispensable role of local forces,”[124] to borrow John Nagl’s phrase, remains just that, indispensable, and so far, incomplete. Also indispensable — and absent — is what Richard Haass called “a Syrian ground partner,” the colloquial “Arab boots on the ground.” The degradation and attrition of a contained Territorial ISIS is a greater geopolitical priority for Sunni states on the conflict’s geographic periphery than for the United States. After all, ISIS’s transnational caliphate directly challenges how territoriality is inherently linked to sovereignty. Territorial ISIS will disrupt the region’s geopolitical equilibrium until and unless a Syrian ground partner takes hold.

So the question recurs, what would Kennan do? Amidst an earlier debate about escalating the presence of American ground forces, George Kennan offered the following before the Senate Foreign Relations Committee in February 1966. He spoke in response to a question by Senator Stuart Symington, who advocated escalating the American military presence in Vietnam. Kennan’s remarks resonate today:

“Senator, if their [South Vietnam’s] morale is so shaky that without an offensive strategy on our part they are simply going to give up the fight, I do not think they are worth helping anyway. And, as for the question of our having a moral duty to help them, they have had enormous help from us to date. I mean, goodness, they have had help in billions and billions of dollars. How many countries are you going to give such a claim on out resources and our help? If they cannot really do the trick with this, I feel strongly that the trouble lies elsewhere and not with us.”[125]

There is an ongoing dispute about what to call ISIS, with current favorite being “Da’ish” (alt. sp.: “Daesh”), which is its transliterated Arabic acronym. A common objection to “ISIS” is that the word “State” is a misnomer, the use of which is said to elevate the group inappropriately. The Political Utility Of Radioactive Material In Southeast Asia – Analysis

At least four Southeast Asian states appear to be planning to build nuclear power plants (NPP) at a time of unusual global market conditions for radioactive material. Of particular interest is the fact that the potential political utility of nuclear weapons, the ultimate by-product of radioactive material, is practically irrelevant as a means for a state to generate force or coercive diplomacy in the 21st Century.

At least four nations in Southeast Asia – Indonesia, Malaysia, Singapore and Vietnam – appear to be planning to build nuclear power plants (NPP). Moreover, Indonesia may become a source of uranium ore and perhaps yellowcake (Naturally-Occurring Radioactive Material, “NORM”). Each nation entering the radioactive material product life cycle must prepare, plan and invest in the infrastructure required to transport, store and dispose of both NORM as well as NORM that is technically-enhanced (“TENORM”) into highly-enriched or fissile material. Each nation must also create policies and implement counter-measures to prevent both NORM and TENORM from causing environmental damage or falling into the hands of non-state actors.

Both NORM and TENORM are variants of hazardous material, defined in Singapore for example as “generally those [materials] that have mass-disaster potential, are highly toxic and pollutive, and/or generate toxic wastes that can only be disposed of with greater difficulty”. Potential political utility varies according to the segment of the radioactive material product life cycle each nation intends to enter.

Nuclear Power Plants (NPP)

Over the past 60 years, uranium has become one of the most important energy materials in the world. More than 80 percent of the world’s mined uranium derives from just six countries – Australia, Canada, Kazakhstan, Niger, Namibia, Russia. (Enriched uranium extracted from nuclear warheads is also used as a NPP fuel source). With regard to uranium reserves in Southeast Asia, Indonesia claims to have uranium deposits in excess of 50,000 tonnes.

As of 2016, there are no nuclear power plants in Southeast Asia. The development of nuclear power plants in Southeast Asia will introduce a range of new political and economic opportunities and problems. A comprehensive policy for each country entering the radioactive material produce life cycle must include the ability to create and maintain safe harbours, overland transportation, storage and disposal facilities for both NORM and TENORM.

The potential political utility of nuclear power generation is primarily for domestic purposes, due to cheaper energy prices as well as increased independence from foreign carbon-based energy sources. The economic decision to invest in NPP is complicated by the free-fall in fossil fuel prices (both oil and natural gas) that is forecast to continue for a decade if not longer.

The by-products of NPP create certain potential hazards. In addition to the potential environmental risks associated with NPP, effective steps must be taken from the outset to prevent NPP TENORM by-products, including highly-enriched uranium (HEU) and plutonium, from falling into the control of a non-state actor (i.e., a terrorist organisation) that might attempt to create some sort of radiological dispersal or explosive device.

Dirty Bombs (RDD) and nuclear weapons

Radiological Dispersion Devices (RDDs), aka “dirty bombs,” are neither weapons of mass destruction, nor are they nuclear explosive devices. There are significant indications that RDDs are clumsy, ineffective devices that pose the greatest threat to those trying to assemble an RDD. The best defence against an RDD is to create and implement the capacity and procedures required to minimise the effect of the dispersal of radioactive material. These mitigation procedures may effectively negate any potential political utility of an RDD threat, including a detonation.

With regard to a Nuclear Explosive Device (NED), there is no indication that any Southeast Asia nation has any interest in obtaining nuclear weapons. More importantly, however, the preponderance of the empirical evidence clearly points to an important conclusion: With a only two exceptions, the US-Soviet balance of power during the Cold War and the Sino-Soviet border crisis in the 1960s, the utility of nuclear weapons as a tool of state force or coercive diplomacy has been on the decline since the 1950s.

There is no empirical evidence that nation-states respond positively to nuclear threats. There are many examples of nations making nuclear threats, but little if any evidence that the target nation altered its behaviour in favour of the nation making the threat. The only place where nuclear threats are effective is the non-falsifiable, hypothetical world created by international relations theorists.

There is little, if any, independently-verifiable evidence, such as archival or other primary sources, that verifies the political utility of threats to use nuclear weapons. Since the end of the Cold War, nuclear weapons have lost much, if not all, of their value as a state’s ability to manifest force or coercive diplomacy. A 2012 study conducted by a group of former US national-security officials and political leaders chaired by former Vice Chairman of the Joint Chiefs of Staff, General James Cartwright, concluded emphatically:

No sensible argument has been put forward for using nuclear weapons to solve any of the major 21st century problems we face … [including] threats posed by rogue states, failed states, proliferation, regional conflicts, terrorism, cyber warfare, organised crime, drug trafficking, conflict–driven mass migration of refugees, epidemics, or climate change. […] In fact, nuclear weapons have on balance arguably become more a part of the problem than any solution. (Emphasis added)

The foreign and security policy implications of the fact that the threat to use nuclear weapons is indeed a “paper tiger” are profound. Nuclear weapon states attempting to exert influence in Southeast Asia must rely on non-nuclear sources.

Possible role for AADMER

The ASEAN Agreement on Disaster Management and Emergency Response (AADMER), which came into force in 2005, is a legally-binding agreement to develop a regional cooperative mechanism to deal with disaster management. The AADMER text does not include the words “radioactive,” “radioisotope,” “atomic” or “nuclear”.

AADMER requires the signatories to “give priority to prevention and mitigation, and thus shall take precautionary measures to prevent, monitor and mitigate disasters”. It would appear that this would be the appropriate forum to conceive, develop and implement measures to prevent and mitigate the effects of radioisotope contamination whether deliberate or accidental.

This would be consistent with the requirement that AADMER signatories “shall earmark assets and capacities […] for disaster relief and emergency response” that may be used within other ASEAN member states.

Sri Lanka Mulls Presidential Task Force For Protection Of Children

In line with the promise given by Sri Lanka’s President Maithripala Sirisena, a special discussion on establishing of a Presidential Task Force for the protection of the children of the nation was held Thursday at the Presidential Secretariat.

The discussion was based on the issues arisen on the protection of children, and the measures taken for the safety and development of children.

Attention was also paid on the actions related to the health and nutrition of the children, and the legal reforms required for the betterment of the children.

Sirisena pointed out that there should be a proper coordination among all institutions work for the children, to ensure the security of the children. He instructed to introduce a new program to strengthen the current program carried out for the children’s protection.

Sirisena also instructed to appoint a committee representing every institution working for the protection of the children, and ask the committee to submit a report before January 25, including proposals and ideas related to the Presidential Task Force on Child Protection.

They also discussed about the drug addiction among the children, especially in their young age and the ways and means of saving them from the drug menace.

Ven. Athuraliye Ratana Thero, State Minister Sudarshini Fernando Pulle and the Secretary to the President P. B. Abeykoon also participated in this discussion.

Yemen: Saudi-Led Coalition Drops Cluster Bombs In Capital, Says HRW

Saudi Arabia-led coalition forces airdropped cluster bombs on residential neighborhoods in Yemen’s capital, Sanaa, early on January 6, 2016, said Human Rights Watch, adding that it is not yet clear whether the attacks caused civilian casualties, but the inherently indiscriminate nature of cluster munitions makes such attacks serious violations of the laws of war. The deliberate or reckless use of cluster munitions in populated areas amounts to a war crime, HRW said.

“The coalition’s repeated use of cluster bombs in the middle of a crowded city suggests an intent to harm civilians, which is a war crime,” said Steve Goose, arms director at Human Rights Watch. “These outrageous attacks show that the coalition seems less concerned than ever about sparing civilians from war’s horrors.”

Residents of two Sanaa neighborhoods described aerial attacks consistent with cluster bomb use. A resident of al-Zira`a Street told Human Rights Watch that his family was awakened at 5:30 a.m. on January 6 by dozens of small explosions. He said that he had been at work, but that his wife told him that when the family fled they saw many homes and a local kindergarten with newly pockmarked walls and broken windows.

A resident of Hayal Sayeed, another residential neighborhood, described hearing small explosions at around 6 a.m. He went out on the street, he said, and saw more than 20 vehicles covered in pockmarks, including his own, as well as dozens of pockmarks in the road. He said that at least three houses in the area had pockmarked walls and broken windows. He found a fragment in his car, he said.

The al-Zira`a Street resident said that neither neighborhood had been hit by airstrikes before January 6. The nearest military installations, a small office, and a garage used by military guards, were about 600 to 800 meters from the al-Zira`a Street neighborhood. Even if the attacks were directed at the military targets, the use of cluster munitions meant they were still unlawful, Human Rights Watch said.

The al-Zira`a Street resident said that at the time of the attack he had been at his office, about 2 or 3 kilometers from Hayal Sayeed and 5 kilometers from al-Zira`a Street. Every 10 to 15 minutes he heard small explosions, until about 1:30 p.m. “These did not sound like regular gunfire,” he said. “I asked my colleagues if they could hear them too – they said yes.”

A third cluster bomb attack on January 6 was reported on social media by residents of Sanaa’s al-Thiaba neighborhood, although Human Rights Watch could not confirm this.

Human Rights Watch viewed photographs taken on January 6 in Sanaa that showed unmistakable remnants of cluster munitions, including unexploded submunitions, spherical fragmentation liners from submunitions that broke apart on impact, and parts of the bomb that carried the payload.

Human Rights Watch identified the munitions as from US-made BLU-63 antipersonnel/anti-materiel submunitions and components of a CBU-58 cluster bomb. Markings on the bomb remnants indicate that it was manufactured in 1978 at the Milan Army Ammunition Plant in the state of Tennessee in the United States.

Each air-dropped CBU-58 cluster bomb contains 650 submunitions. The United States transferred 1,000 CBU-58 bombs to Saudi Arabia sometime between 1970 and 1995, according to US export records obtained by Human Rights Watch. The US is a party to the armed conflict in Yemen, playing a direct role in coordinating military operations, and as such, is obligated to investigate alleged violations of the laws of war in which its forces took part.

The CBU-58 cluster bomb and BLU-63 submunition were developed by the US during the Vietnam War and are designed to attack personnel and lightly protected materiel. The submunitions also contain 5-gram titanium pellets that produce an incendiary effect on flammable targets.

In 2015, Human Rights Watch documented the use by coalition forces of three types of cluster munitions in Yemen. Amnesty International documented the coalition’s use of a fourth type. A fifth type of cluster munition has been used, but the user’s identity is unclear. A US Defense Department official, speaking on the condition of anonymity, told U.S. News and World Report in August that “the U.S. is aware that Saudi Arabia has used cluster munitions in Yemen.”

Neither Yemen, Saudi Arabia, nor any of the other coalition countries are party to the 2008 Convention on Cluster Munitions, the international treaty banning cluster munitions. A total of 118 countries have signed and 98 have ratified the treaty. Human Rights Watch is a co-founder of the Cluster Munition Coalition and serves as its chair.

On November 17, the US Defense Department announced that the State Department had approved a sale of US$1.29 billion worth of air-to-ground munitions, such as laser-guided bombs and “general purpose” bombs with guidance systems – none of which are cluster munitions. The US should not sell aerial bombs to Saudi Arabia in the absence of serious investigations into alleged laws-of-war violations in Yemen, Human Rights Watch said.

The UN Human Rights Council should create an independent, international inquiry into alleged violations of the laws of war by all sides.

“It may have been 20 years since the US last provided these cluster munitions to the Saudis, but they are being used to kill civilians now,” Goose said. “The US, as a party to the conflict, should be demanding that the coalition immediately stop using these weapons or risk becoming complicit in their use.”

Gorbachev Aide Came Up With Foundations Of Putin’s Propaganda System In 1988 – OpEd

Vladimir Putin is often credited with the propaganda system that not only keeps him in power with extraordinarily high ratings but allows him to set the agenda both in Russia and in some other countries as well. But in fact, Elena Galkina points out, the idea behind it was not Putin’s but Valentin Falin’s and was first put forward in 1988.

In a small comment for Kasparov.ru last week, the Moscow commentator says that the essence of the Putin propaganda system is “to put the TOTALITARIAN propaganda machine in a commcercial basis and to create [a competitive] information and at the same time ideological product” (kasparov.ru/material.php?id=56823ABE29660).

This idea was not thought up by Putin or his brain trust, Galkina points out. Instead, it was outlined in detail in a memorandum to Mikhail Gorbachev on October 11, 1988, one of whose authors was Valentin Falin, sometimes called “the Soviet Kissinger and then head of the CPSU Central Committee’s International Department.

Among other things, Falin wrote almost 30 years ago that “it is necessary to sell information. This is the chief vector of the breakthrough … considering the closed nature of our society and the monopoly on information” (e-reading.by/chapter.php/1019539/13/Falin_-_Konflikty_v_Kremle._Sumerki_bogov_po-russki.html)..”

What Moscow needed, Falin said, was “a social-government concern subordinate only to the Central Committee … a cooperative of cooperatives … [and one that should have “daughter firms in every republic and in Leningrad.”

On the one hand, this is an interesting anecdote about someone many still remember as one of the most clever ideologists of the late Soviet period. But on another, it is a reminder of something that many have failed to pay attention to: much that Putin is doing has its roots in the Soviet past.

All too often analysts write about the Kremlin leader’s restoration of Stalinism as if that were a single, clearly-defined thing and fail to consider the entire arsenal of ideas and actions that the Soviet period provided. Galkina is to be thanked for calling attention to one such source of Putin’s conduct. Analysts should be doing more to focus on all the others as well.

Bangladesh: Two Charged In Attack On Priest, Temple

Two members of a banned Islamic militant group have been arrested and charged for the shooting of an Italian missionary priest and the bombing of a Hindu temple in Bangladesh last year.

Muhammad Sarwar and Abdur Rahman, alleged members of the Jamaatul Mujahedin Bangladesh, were arrested Jan. 4 and appeared before the Chief Judicial Magistrate court in Dinajpur two days later, a police official said.

“Abdur Rahman has confessed his involvement in the temple bombing before the court,” Redwanur Rahim, Dinajpur police spokesman, told ucanews.com.

Rahim said he expects more arrests in the cases will be forthcoming.

On Nov. 18, three attackers shot Italian Father Parolari Piero, 64, of the Pontifical Institute for Foreign Missions, on the outskirts of Dinajpur town.

Father Peiro, a doctor, worked in Bangladesh for more than three decades. He was flown to the capital Dhaka the same day and then to Italy on Nov. 30 for treatment and recovery.

Initially, the group that calls itself the Islamic State claimed responsibility for the shooting. However, the government and police officials pointed finger at local militants.

Father Silas Kujur, parish priest of St. Francis Xavier Cathedral Church in Dinajpur, filed a case against unknown attackers on behalf of the diocese Nov. 18.

Since the attack on Father Piero, more than three dozen priests, two bishops, protestant ministers and Christian aid workers have received death threats from alleged Islamic militants through mail, phone calls and text messages.

On Dec. 10, about nine people were hurt when 15 armed attackers detonated four crude bombs and opened fire on worshippers at a Hindu temple in Kaharul.

Police arrested two alleged militants, Shariful Islam and Muhammad Musabbir, the following day for the attack after local villagers captured them with firearms.

On Dec. 17, Islam confessed to police that beside the temple attack, he also masterminded and personally carried out the attack on Father Piero.

Meanwhile, foreign missionaries in Dinajpur continue to live under police protection in fear of further attacks.

“We have a good number of foreign priests in the diocese and they have been forced to live in confinement since the attack on Father Piero. They are well protected, but church activities are hampered over security fears,” Father Anthony Sen, secretary of Justice Commission in Dinajpur, diocese told ucanews.com.

“The police probe is slow and the masterminds behind the attacks have not been identified yet. Still, we wait and hope that justice will prevail and all minorities including Christians can live in peace in the country,” added Father Sen.

US Defense Secretary Carter Gets Update On ‘Provocative’ North Korean

US Defense Secretary Ash Carter received an update today from the commander of U.S. Pacific Command about recent events on the Korean Peninsula, Pentagon Press Secretary Peter Cook told reporters Thursday.

North Korea claimed yesterday to have conducted a successful hydrogen bomb test.

Discussions between Carter and Navy Adm. Harry Harris included “North Korea’s latest provocative act, as well as steps to further our military-to-military dialogue with allies in the region,” Cook said.

The United States, he added, is committed to the defense of its close ally South Korea.

Ironclad Commitment

“We’re there every day in South Korea,” he said. “There are more than 28,000 U.S. forces on the Korean Peninsula right now. We stand resolutely with our South Korean allies, our commitment to them is ironclad, and we will do everything we can to ensure their defense.”

Carter spoke to his South Korean counterpart yesterday, Cook noted.

“The government has concluded that a nuclear test took place, but we’re still assessing new information we’ve received at this point in time,” he said.

Officials hope to receive more information that might give them a better understanding of exactly what took place in North Korea, he said. “Our analysis again indicates that it’s not consistent with the North Korean claims of a hydrogen bomb test,” Cook told reporters.
